"The answer is simple: everything in our life will depend on each of us. And on all of us together. If we want to live in peace and security, then first of all we must respect and appreciate the work of people in uniform, raise children as patriots of our country and abide by the law "If we want to live in peace and prosperity, we must work hard, honestly and conscientiously. If we want to live in a free and independent state, we must cherish and protect historical memory, spiritual values and primordial traditions," the Belarusian leader.
"We are announcing the next year. This is in line with the spirit of the times and the aspirations of our hearts. I, just like you, wish peace and goodness to my native Belarus. Good HEALTH and children's laughter to every family. Friendly care and warmth to everyone, who is lonely. Family harmony and well-being in every home,” said Alexander Lukashenko.
The decision to declare 2023 the Year of Peace and Creation was formalized by Decree No. 1 of January 1. The key areas in the coming year will be improving the system of military-patriotic education of the population, promoting peaceful initiatives of citizens and the public, promoting interfaith dialogue that ensures peace and harmony in the Belarusian society, demonstrating the advantages of the Belarusian economic model in the context of global turbulence, positioning creative labor as the main condition for development Belarusian state.
Such topics will strengthen the perception of Belarus as an island of peace, the undeniable value of which for the population of the country is a weighty argument in reaching agreement on other important issues of public life. The first public event in the new year at the head of state was a report on the state of affairs in the construction industry. Immediately after the New Year holidays, on January 3, relevant officials kept a report in Alexander Lukashenko's office.
Starting a conversation about problematic issues related to the construction industry, the head of state stressed: "Nobody just needs a talking shop here. I am interested in the first question (we agreed on this) - simplification of the construction process. Just like they did for private construction."
In relation to the construction of private housing, the requirements were significantly simplified, the President recalled, and this was positively received by many people. "A person has a plot - a system. You build for yourself, you are responsible for this, and, as you can see, people themselves went to the Ministry of Emergency Situations, and to some kind of supervision, and to you so that you could suggest how best. it should be so. A person should decide how to build a house," Alexander Lukashenko said. "Those who build are 100% thinking people. They will decide how to build. They need to ask us to give them advice and help."
"The rest of the housing, construction projects - we agreed that within a year (you told me by this year) you will settle everything and no one will be offended, neither from the heads of enterprises that build new workshops, nor private individuals, nor civil servants, nor those who will build their own housing or buy an apartment in high-rise buildings - they will not be offended by us for excessive, unnecessary demands, - the President said. - That we will regulate these norms, rules and requirements. Another topic discussed by the head of state was the results of the construction industry in 2022. “They don't make us happy in the construction industry, frankly,” Aleksandr Lukashenko said.
“You are again starting to create long-term construction projects in the country,” the head of state said, addressing the responsible persons. “You have unfinished construction projects. And even residential facilities. In my opinion, as many as 22 residential buildings, 19 in MINSK. This is a disgrace. We promised that we would commission the facility, residential buildings, on time, but we are not commissioning them. There are other unfinished facilities. There will be a serious demand for this."
At the moment, the situation with long-term construction in the country leaves much to be desired. "Protracted construction projects have not been put in order," the President emphasized. "If this is not the case, you tell me."
At the same time, Alexander Lukashenko warned against repeating the situation that developed some time ago, when tough decisions had to be made in order for the situation with long-term construction to move forward.
As another important topic, the President outlined the prospects for the development of the construction industry, especially taking into account plans for the priority provision of housing for military personnel, large families and other categories.
As Minister of Architecture and Construction Ruslan Parkhamovich reported, the work of the ministry in 2022 was aimed at ensuring the sustainable functioning of the country's construction complex, unconditional fulfillment of tasks in housing construction, diversification of sales markets for construction products, and continued work on improving the regulatory framework in construction. In 2022, about 4.2 million square meters of housing were put into operation, which corresponds to the target indicator of the state program. Almost half of the built housing (45%) is individual. Housing with state support in 2022 was commissioned by 100,000 sq.m more than planned - 1.3 million sq.m. Also, plans for the construction of rental housing were exceeded by 60% and for the construction of electric houses - by 35%.

This week, Alexander Lukashenko signed another important document - a decree approving a new version of the rules for admission to universities. It was decree number 2, signed in the new year.
In 2022, the rules were approached more than once, including at the level of the head of state. The key requirement of the President was to prescribe such norms in order to see each applicant during admission to universities. Ensure fair treatment and create equal opportunities for education in higher education institutions for all applicants.

"Entrance campaign to universities should not be a lottery or a lucky coincidence for individual applicants," the Belarusian leader emphasized.
This was the final meeting before the rules were approved. And here is the point. The document has been finalized taking into account the results of a broad study of public opinion and expert assessments, as well as the testing of certain norms during the 2022 admission campaign.
The rules are aimed at increasing the objectivity of assessing the knowledge of applicants and ensure compliance with the principle of equal opportunity to enter universities. They also provide for the improvement of the selection of the most prepared and motivated applicants for obtaining specialties in demand by the country's economy.
The categories of applicants who have the right to enter universities without entrance examinations are determined. These are winners of international and republican Olympiads, winners of university Olympiads when entering these universities, graduates of the National Children's Technopark on the recommendation of the Supervisory Board, and a number of other categories.
Out of competition, children of military personnel, employees of internal affairs bodies who became disabled in the line of duty, students of military-patriotic clubs when entering universities of the Ministry of Defense, the Ministry of Internal Affairs, the State Border Committee and military faculties will be enrolled.
Special conditions are being introduced for admission to specialties for the Armed Forces, transport troops and border service bodies.
Special attention is paid to admission to universities on the basis of targeted training. This form has already proved itself well. In the future, it is only planned to expand. For example, when training doctors, which Alexander Lukashenko spoke about on December 5 when discussing the situation in the healthcare sector: “We are moving towards recruiting doctors in general who will graduate, and we will know where they will go. Without any distribution. They will come and "They will already know where they are going, because they have an agreement. We need to train doctors who will work for their country, for their homeland."
Naturally, dotted over "i" and in the issue of combining school exams with entrance exams. Graduates of the 11th grade will take two unified centralized exams (CE). This is Belarusian or Russian (at the choice of the student). And one more subject to choose from from the list of subjects that are taken on centralized testing (CT) in order to enter universities in the future.
Thus, the applicant will have to pass only one more exam in the form of centralized testing in addition to two certificates based on the results of school exams. Only three. This approach allows the applicant to make an informed choice of a future specialty, and not to collect a list of certificates that, according to their scores, are suitable for entering. This is a serious factor that improves the quality of selection of university applicants. At the same time, the applicant is completely free to choose a specialty and university, taking into account the available certificates of the CE and CT.
MONEY DECIDES EVERYTHING? How are things in Belarusian exports?
In 2022, we managed to overcome negative trends and reach positive EXPORT results in monetary terms. But this is not a reason to relax, as it is necessary, Alexander Lukashenko said on January 5 at a meeting on the export of Belarusian goods.

The President noted that in connection with the attempts to strangle Belarus last year, the existing logistics were violated by sanctions. I had to look for new logistical ways. As Minister of Transport and Communications Aleksey Avramenko said after the meeting, it is involved in the supply of Belarusian goods. Last year, two basic agreements were signed between the countries on the transshipment of oil products and foreign trade cargo. These are primarily potash and nitrogen fertilizers, metallurgy and woodworking products. The volumes for 2023 and the ports that will be involved have been determined. As is known, Belarus also intends to build its own seaport in RUSSIA using credit resources.
First Deputy Prime Minister Nikolai Snopkov explained that after the transshipment of Belarusian cargo through the Baltic ports became impossible due to the unfriendly behavior of individual countries, the Russian port infrastructure came to the fore for Belarus. "Today we provide port infrastructure with all the necessary exports of Belarus (80% of these are oil products and potash fertilizers). We have enough port infrastructure to export the entire volume of the exported product," he stressed.
At the same time, the Belarusian side is satisfied with the conditions both in terms of tariffs and the cost of transshipment. At the same time, the possibility of cooperation with former partners is not rejected. If proposals are received from the Baltic countries to resume the transshipment of goods through their ports, in particular Klaipeda and Ventspils, Belarus will think about this issue, look at the proposed conditions.
In addition, Belarus is increasing rail freight to CHINA . Last year, 988 container trains were sent to this country. For example, more than a million tons of potash fertilizers were transported. Based on the difficult military-political situation and the growing military activity of the NATO bloc on the territory of states neighboring Belarus, the President keeps under personal control the issues of combat readiness of the Armed Forces, the course and quality of combat training. These issues are systematically reported to him, and on January 6, Alexander Lukashenko decided to personally check the quality of combat training of one of the units of the Armed Forces of Belarus. The President talked to the servicemen of the Russian Federation and congratulated them on the Christmas holidays. They were presented with individual first-aid kits, which were developed exclusively at Belarusian enterprises and equipped with a Belarusian component.
In Belarus, they thoroughly studied various options: NATO, Polish, Ukrainian, Russian. It turned out that Western-style first aid kits are more practical. Therefore, doctors and the military were instructed to make a high-quality Belarusian first-aid kit. Alexander Lukashenko set the corresponding task at the same training ground in October 2022, when he got acquainted with domestic developments of the military-industrial complex. “And in a couple of months they made a first-aid kit that is better than the NATO one. In combat, this is a person’s life. It is necessary that the guys have everything they need at hand. We continue to improve,” Alexander Lukashenko said.
State Secretary of the Security Council of Belarus Alexander Volfovich, in an interview with journalists, recalled that the decision on the territory of Belarus was made by the presidents of Belarus and Russia last year. The head of state said that the time has come for the authorities and society to take a step towards people who made a mistake and left Belarus: “Finally, many, many people began to understand that they are not needed anywhere except their land.
