On September 19, the head of state met with the Governor of the Krasnodar Territory of Russia, Veniamin Kondratyev. Alexander Lukashenko called this region key in the south of Russia, where Belarus should gain a foothold.

“The formula is simple and the reason is clear why we were persistently interested in your visit to Belarus. Alexander Lukashenko noted that the departure of “old friends” from Russia and Belarus gave the two countries the opportunity to develop their production on their own base. Not because we are so great, but because in Soviet times (this is how the national economy was built) we were a high-tech region. Through us, the entire raw material base moved to the West, was processed, and from here competitive goods. Otherwise, the Soviet Union would not have sold them there, outside the country. We have preserved this," the President emphasized.

The republic was able to preserve its industrial giants, among other things, thanks to a well-balanced state policy. At the same time, the country does not interfere with the development of the private sector of the economy; these enterprises make a significant contribution to the republican budget. “But we have preserved the fundamental, key industries. We are now trying to build around them a whole network of small, small enterprises that will work for key enterprises,” the head of state added. “In mechanical engineering, various nuts, bolts and parts can be produced and moved by small enterprises.” "huge companies are on the rise. Relatively recently, Belarus began producing its own passenger cars. The Chinese side provided support here. Now the country is working to increase the localization of production, said Alexander Lukashenko.

About "burning" buses

Speaking about the possibility of supplying passenger vehicles with various types of engines, the President mentioned incidents with Belarusian buses in St. Petersburg . Hence the request - if there is no necessary base and specialists on site, then the Belarusian side is ready to help with this.

“For it will be like in St. Petersburg,” the head of state noted. “We started to figure it out, I ask the question: what about in other regions of Russia? Our buses are not on fire. In other regions of Russia they are not on fire. Why are they on fire in St. Petersburg? Because what - a private company, people who had never seen buses, took over the maintenance. What maintenance is, you know: it’s not only necessary to tighten the nut on time - there must be a constant inspection before departure. But all this did not happen. Naturally, where- then leaks, leaks, etc. Something started smoking somewhere, in the media immediately: “Oh, it caught fire!” Therefore, if there are no people who can reliably service the equipment, we’d better do it ourselves and, moreover, for less money than you would organize there."

About recent negotiations with Putin, “flowers” ​​and “berries”

In this regard, he emphasized the importance of joint actions in order to reduce the likelihood of growing challenges and threats: “Ukraine is just the beginning, these are flowers. Since Soviet times, Belarus has been working on electronic warfare and communications systems. And today, as events show, this is one of the main components in the conduct of hostilities. In addition, the republic is involved in rocket science. Initially, the partner was the People's Republic of CHINA, now Belarus is using Russian technologies.

WORK ON MISTAKES. Should we expect revolutionary changes in the education system again?

On September 21, the President convened a large meeting on improving the educational sector. It was a continuation of the conversation that began in mid-August of this year, when the Minister of Education and the relevant Deputy Prime Minister reported on the readiness of the education system for the new school year. Then these reports were not accepted due to the mass of identified shortcomings, and the government, together with other government bodies, was instructed to carry out thorough work on the errors.

More than fifty people were invited to the meeting with the head of state. These are not only the highest officials of the country and heads of republican government bodies, but also governors, heads of higher education institutions and organizations subordinate to the Ministry of Education, chairmen of specialized commissions of the House of Representatives and the Council of the Republic, heads of the main education departments of regional executive committees and the education committee of the MINSK City Executive Committee, chiefs district education departments and employees of educational institutions from different regions of the country.

For almost three hours they discussed a wide range of issues in the field of education - the technical condition of schools, their maintenance and repair, creating a safe environment for students, organizing transportation for children, meals in school canteens, development of textbooks, certification for high school courses and assessment of the new procedure for admission to universities. The President immediately encouraged the meeting participants to believe that such a conversation in an expanded format should be an extreme case, because it is time to stop all sorts of experiments and present a fair and transparent system to society.

“Here and now we must determine the mechanism for the work of secondary schools and universities for the future and solve the main task - to provide our youth with conditions for professional development and development in their country. Let me emphasize: the most talented, promising applicants are in their homeland. This is my iron rule,” - stated the Belarusian leader. “But there should be no drastic decisions after our meeting today. All sociological surveys show that teachers, professors, and students are tired of the fact that we are constantly trying to improve the education system in a revolutionary way. It’s time to end this.”

The head of state demanded that the participants of the meeting, first of all, report on problematic issues and shortcomings in the field of education. The President was interested in the opinion of both officials supervising the industry and directly the heads and teachers of educational institutions themselves.

About food and “restaurants” in schools

There are still problems with organizing meals in schools. Alexander Lukashenko emphasized that food should be prepared with high quality, but there is no need to get off the ground and open restaurants in schools. “So let’s figure it out and see,” the President said.

According to information from regulatory authorities, there are facts of undersupply of products, violations of technology, and unpreparedness of food processing units.

The head of state instructed the responsible persons to seriously delve into the issue of how the process of feeding schoolchildren, the work of catering units, the purchase of food and equipment is organized, and to deal with the current situation, which causes many complaints. Quite a lot of budget funds are currently spent on these purposes, but in some cases not all of them are used rationally. “Figure out what we should do with this food (for schoolchildren - BELTA’s note). We will save enormous money there (and we won’t throw food in the trash). It’s not a pity for the children. We can feed the children with our products, we have enough of them. But half of everything is not spent on children,” the President emphasized. “Take this problem seriously.”

At the same time, Alexander Lukashenko demanded that all experiments in this area cease. “You have a practice: let’s try, conduct an experiment. We spend five years in 5% or 10% of schools, and then... What kind of experiment, if we understand, ?!” - the head of state asked a rhetorical question.

In particular, we discussed the purchase of equipment as part of such experiments. Some establishments, for example, applied for the purchase of combi ovens. In this case, the President demanded to act without excesses: “Stop these purchases... It’s as if you prepare (food) differently at home... No, you have to come to school, God knows what to buy, spend a lot of money!” In addition, when purchasing, many people forget about the costs of further maintenance of equipment, replacement of spare parts, and so on. “Figure it out, get to the bottom of it,” stressed Alexander Lukashenko. “Take care of this issue. We are being too careless with budget money.”

The head of state paid special attention to the unacceptable behavior of individual heads of educational institutions: “Don’t create restaurants in schools. I’m even ashamed to talk about some issues. Like carrying in and out, theft... The DIRECTOR is sitting, everyone is already serving him there! The question arises: at whose expense ?" The President instructed the State Control Committee and the local prosecutor's office to pay serious attention to this. “This is discussed by parents , and therefore in the family. And what do you want from a student? About textbooks that do not frighten students

The President is also concerned that there are still questions about the quality of textbooks. When writing new textbooks and manuals, authors think in terms of experienced teachers. But this approach is incorrect, Alexander Lukashenko emphasized, and we must focus on students: “We need to look at them. They do not have the same knowledge as we do. And they have no experience. Therefore, we need to focus on them and prepare textbooks for them. And an assessment system knowledge (exams, etc.) should also be done for them.”

The head of state recalled that at the pedagogical council on August 24, 2021, he spoke about the inadmissibility of constantly reshaping curricula and plans and the endless publication of new textbooks. He noted that it is necessary to return to the Soviet experience, take the best manuals and gradually refine and improve them, and not print new ones. "Because a new team is always original (you are scientists, you understand this): “I want to be different from what was before and show my agility.” Nobody needs this. The main principle of the work of our state and any processes taking place in our state is the calm improvement of what humanity has achieved. We stand, as I said, repeating the quote of the great, on the shoulders of giants. There is no need to jump off these shoulders - we will lose everything that humanity has developed before us. We must use this for the sake of the future. Therefore, we must improve and do not hesitate to take the best of what we had,” the President said.

Prosecutor General Andrei Shved in his report drew attention to attempts to evade the specific task of improving textbooks: “There must be clear, accessible, universally recognized textbooks. Instead, the Ministry of Education for some reason is moving away from the “textbooks” criterion. Now there are only 7 of them, but "More than 200 teaching aids. There is a feeling that people make money from this because they create so-called teaching aids, which, from our point of view, are not very adaptable to secondary school."

During the conversation about textbooks, Alexander Lukashenko focused on the quality of training of future teachers in universities. “If a high-quality “product” is released from a university, then we won’t even have a conversation here,” said the head of state. “But today we say: this is the textbook, and the methodological developments, developments, plans... Because we are under-educating teachers.”

This statement was supported by the director of secondary school No. 73 in Minsk, Irina Rodik, who gave a positive assessment of the updated school textbooks, in particular on Russian language and literature: “The updated textbooks in these subjects today meet modern requirements. They are colorful, well illustrated. The material is presented "is accessible to students. And the content allows them to develop moral qualities and love for their native land. We can say that a textbook today is a teacher's handbook, a kind of methodological guide, where there are various options for tasks for any level of students."

The head of the school emphasized that the main thing now is stability and less innovation, so that teachers have the opportunity to work on these textbooks from 5th to 11th grades.

The President especially emphasized the importance of having high-quality and interesting textbooks: “For me, a textbook is everything. You know, the worst thing is that a textbook scares a student. This should not happen. He is afraid to touch a textbook. And a textbook should attract a student to I think it's a pleasure to hold this textbook in your hands. And I said that you shouldn't waste money on it. You need to publish a good textbook, written in a good font, illustrated. And the main thing is knowledge. Even if it's written briefly, the teacher will explain what it is. The textbook will already be a note for the student."

The head of state is convinced that in order to create a high-quality textbook, the first priority is not the issue of funding, but, first of all, the competent selection of the team of authors. In the meantime, the quality of some textbooks leaves much to be desired; in some cases, “you have to hang magnifying glasses on your forehead in order to see what is written there.” “Is this a textbook? There is no need to waste money on textbooks,” he directed, emphasizing that publications should be beautiful, on good paper, especially since they are printed for more than one year.

It is important that teachers who work with schoolchildren, and not academicians, are involved in this work, the President is convinced. “They (academics. - BELTA’s note) are at their level, in “space” in terms of knowledge, experience and so on. They have become separated from the students and think that the students are already like that. No. That’s why I always ground them on the teachers,” explained his thought Alexander Lukashenko.

First of all, the need for improvement is relevant for textbooks in the humanities. “What new things will you come up with in physics and mathematics? You’ll just mess things up and create so many problems that neither parents, nor children , nor even teachers often understand what’s in this textbook,” the President said.

“We agreed on textbooks: make a normal textbook and bring it, show it to me,” Alexander Lukashenko summed up what was said.

It was decided that the system of certification for high school courses and admission to universities remains without significant changes: two centralized exams plus one test in the form of centralized testing. “I think that the government today, in the person of the Prime Minister and Deputy Prime Minister, heard the issues that need to be addressed,” said the head of state. “We have developed answers to the main questions, including on the stability of the entire educational process, so that we do not shy away every year from side to side."

“As for the results of certification for high school and admission to universities. This is important for people,” - Alexander Lukashenko emphasized.

At the same time, the President did not rule out any additional experiments in the future within the admission system that has now been defined. For example, for conducting a preliminary interview or internal examination in individual universities.

“If only it would be beneficial,” Alexander Lukashenko outlined the main requirement. “Make sure that there are no contradictions between the exams and the interview. If a person came, passed all the exams perfectly, and you killed him at the interview... Here you need to approach very carefully, carefully ".

In general, all speakers at the meeting positively assessed the recent innovations, assuring that the practice of conducting centralized examinations has justified itself, and the current new model of the admissions campaign is working well. At the same time, a proposal was made for the future to expand the list of specialties for which applicants take an internal exam when entering universities, which would help to better see the future student, as required by the head of state. Alexander Lukashenko emphasized that he is in no way pushing for exactly this approach, and in the coming years it is important to maintain the stability of the already developed system.

However, the President advocates that universities still bear responsibility for the quality of training of specialists, and here it is important to see a person already at the recruitment stage. “How can you recruit if you don’t see a person? But you think that two CE plus CT for today (must be left - BELTA’s note), and this path should be followed next year and maybe for another two or three years. I don’t see much of a contradiction here either,” he said.

At the same time, it is important to remember that, along with the indicated formula, Belarus intends to develop other trajectories for admission to universities. One of the proven forms is targeted preparation, when applicants are enrolled in a university according to a simplified scheme, including without exams. Benefits are also provided for gifted and talented children and winners of Olympiads. At the meeting, the rector of the Brest State Technical University, Sergei Kasperovich, also proposed enrolling medalists in regional universities without exams.

About postgraduate work

At the meeting, they also discussed possible changes in the system of work placement after higher education. “I am informed that the most advanced, top-notch specialists are leaving the country. Moreover, we have some kind of system: you graduate from a university, do not work and leave. We teach and prepare specialists for ourselves in colleges and universities,” - said the head of state.

Minister of Education Andrei Ivanets noted that all state-funded students after graduating from a university are required to work out the established assignment deadlines: “The Ministry of Education controls this work. There are isolated cases when graduates are reimbursed for the funds spent by the state on their preparation.”

At the same time, the minister emphasized and made a proposal: “Today, both the state employee and the paid employee, in our opinion, should work.”

“What do you think, a student graduated from a university - where and how, how much should he work? And if he leaves, how much does he pay?” - asked Alexander Lukashenko.

As the minister reported, working out for full-time education on the budget today is two years after graduating from university. For target persons - at least five years, the contract may provide for a longer period. As for the cost of training, it costs the state a considerable amount. For example, if a BSU graduate refuses to be distributed, he will compensate for the amount spent on his preparation, which is about Br40-45 thousand, said Andrey Ivanets.

Alexander Lukashenko believes that the problem needs to be solved radically, including thinking about increasing the term of service: “What is two years? Another aspect is the cost of paid education in Belarus, especially in comparison with Western countries. Even with an average lower cost, the state still actually subsidizes the training of paid workers. “Today, a paid student reimburses no more than 50-70% of the cost of his education. In fact, there is no paid higher education in the republic - it is semi-paid education, which is subsidized either by the university or the state. We see this problem, we need to solve it. We have already started to do this ", said Andrey Ivanets.

Summing up the meeting, the President once again returned to this topic. “We have decided on the work. We are increasing the deadlines (now we need to carefully inform the population about this). We are preparing specialists for ourselves. We have prepared them, we are giving you your first job - go and work. That’s where you need to go, we are sending you there. About chronic imbalance

Prime Minister Roman Golovchenko named, in his opinion, the key problem in the higher education system. He noticed that during the meeting the speakers talked a lot about how to select applicants and identify the best graduates from school. “But the question is: do we select the best there or not? We have a chronic imbalance: the best applicants do not go where the economy needs them,” he pointed out.

He cited as an example data from Brest State Technical University. The highest passing score here is for the specialty “electronic economics”, and the lowest is for “construction of buildings and structures” and “melioration and water management”.

“It’s between the bad students and the bad students, to put it in the old way. It’s incomprehensible to the mind. And the situation is similar in all other universities, especially technical ones,” the Prime Minister said.

Thus, the highest scores in BNTU are in “marketing” and “business administration”. And to enroll in the specialty "vacuum and compress equipment" it is enough to be a bad student, not even a C student.

“I would also understand if these marketers and managers who are leaders in these positions gave us an increase and the enterprises did not have problems with selling products or writing business plans for modernizing production. The government has to hire external consultants to manage what what economists write at industrial enterprises, - noted Roman Golovchenko. - It seems to me that this is a key task that the higher education system needs to work on. Our most talented applicants are selected to where the country needs them least. And this is what we are all working on The rectors' corps and the Ministry of Education must work."

Rector of Brest State Technical University Sergei Kasperovich explained why such distortions occur. According to him, the same specialty "electronic economics" is in demand not only by applicants - the best enterprises take these graduates with their hands and feet. They work with business intelligence and big data systems. Only three people are recruited for the budget in this specialty, which is why the scores are higher here.

The problem with specialties that are not the most popular among applicants cannot be solved without hiring personnel, said Sergei Kasperovich. The university itself is working on this. For example, more than 20 engineering classes and groups have been created in the region. With their help, they try to attract schoolchildren to engineering professions.

“I understand and support the Prime Minister’s question. We need to polish things up here somewhere. Rectors on their own cannot solve everything. But here we need to fine-tune the system. A correct remark, but more directed at you and me than at the rectors,” - said the President.

At the same time, the head of state emphasized: no one will force university rectors into strict limits. If they see that graduates of a particular specialty are in demand on the market, then it needs to be developed. “On the other hand, if some enterprise needs this, you collect as much as you want, just let them pay for it. Demand payment. We will always support you here,” said Alexander Lukashenko.

On the popularization of studying in colleges

Chairman of the Council of the Republic Natalya Kochanova believes that it is necessary to more popularize college education among young people. After all, when a young man consciously chooses his profession and goes to college, and then acquires new knowledge at a university, he becomes a much more professional specialist.

“Yesterday I had a reception on personal issues, and a guy came to me - a college graduate. And he came with clearly structured approaches to the work of secondary educational institutions. You know, I realized that we need to popularize them more. We have 156 colleges, there are very good ones. We need to talk more about this,” said the chairman of the Council of the Republic.

According to school director Irina Rodik, schools should take career guidance issues more seriously, so that students consciously approach the choice of their future profession: “Those who do not need to go to the 10th grade, let them go to a secondary specialized institution. There are excellent professions for every taste. We need to change the opinion of many parents that higher education is a must. If he needs higher education, he will be able to continue it later."

Minister of Education Andrei Ivanets, in turn, drew attention to the fact that today colleges are accepted without exams, only through a certificate competition. “This year we saw that the competition for colleges was very high. There were even waiting lists for some. The percentage of admission of children after 9th grade over the past two years has increased from 35% to almost 50%,” he cited statistics.

Alexander Lukashenko agreed that the best specialists are those who first received a specialized secondary education and then studied at a university. “Amazingly great specialists!” he said. “They have already smelled and felt this profession, and then came to universities.”

About fees from parents of students and the sixth school day

The head of state also spoke about collecting funds from parents for the needs of the class or school. The President does not see any problems in this if this process is organized correctly and humanely.

“It’s okay. We have free education. Only directors need to do it wisely. Maybe one and a half people will refuse, they won’t give money for repairs or something. And there’s no need. But not like this: “You carry so much money! We decided at some council here." There is no need to do this. We will find money for schools. But if a parent participates in this with his own penny, I don’t see any fear in that. Our people are no longer poor,” - noted Alexander Lukashenko.

The head of state also touched upon the sixth school day - Saturday. He emphasized that on this day it is necessary to pay attention primarily to the HEALTH of the children, and not to lessons and electives. “Saturday must be unloaded,” the President demanded. “What could we do without sports activities? Take parents and children by the hand, take them to the sports ground.”

About the domestic film about a teacher

Minsk school director Irina Rodik, who spoke at the meeting, also spoke about forms of supporting teachers and popularizing this profession in society. “All forms of support are important here - methodological, psychological, material, moral. In my opinion, today we lack a living image of a hard-working teacher. I would like the parents of our students to see and understand the life of a teacher with his daily concerns, who conscientiously every day and does his job with love,” she said.

At the same time, the President explained that these attacks are carried out not only by opponents of the government hidden behind the plinth, and not only by fugitives. There are other forces behind all this, but they do not do it with their own hands.

“This is just for your information, so that you understand that they will not leave us alone. We must be ideologically strong. We must work without looking back and do specific things that concern people,” the head of state called on.

UNCONDITIONAL DISCIPLINE. For what shortcomings in livestock farming did the President threaten to “understaff” officials?

At the end of the week, the Minsk region hosted a republican seminar-meeting on the development of livestock farming in the country. Its participants included about 300 people, including chairmen of district executive committees, heads of large agricultural enterprises and scientists. On the state of affairs in livestock farming

Livestock farming occupies a key position in the rural economy, the head of state emphasized. This sector produces more than half of all agricultural products and forms the country's EXPORT potential.

“Indeed, there are certain successes. The level of self-sufficiency in MILK exceeds 260%, in MEAT - 130%. That is, we fully ensure our own food security, and sell the surplus to foreign markets,” the President cited the data.

Last year, Belarus earned over $8 billion from food, and in 8 months of this year - more than $4 billion. “At first glance, it’s decent. But these are far from the numbers that we can have,” the Belarusian leader is convinced. “After all, the demand for " The food supply in the world, as you all know, is huge, prices are rising and will continue to rise, new markets are opening. Alexander Lukashenko recalled the tactical plan for the development of the industry, which was developed back in 2019. The most important documents were also adopted: strategies for the development of the dairy and meat industries, the Rural Development Directive, the Agricultural Business program, and a set of measures for the development of feed production. However, the results so far leave much to be desired.

“A lackadaisical attitude towards local affairs can negate all the efforts that the state is making to develop dairy production,” the President warned.

Alexander Lukashenko emphasized that it is necessary to continue, and in the coming years, 10 dairy complexes should be built or reconstructed in each region. Addressing the chairmen of the regional executive committees, the head of state noted: “From today on, we will consider that these new dairy farms are your personal investment projects. About cattle reproduction technology

One of the problems of livestock farming is low reproduction of the herd. “Increasing productivity must be ensured, among other things, through systematic selection and breeding work. Scientists believe that effective reproduction can be at the birth of 95 calves per 100 cows. And if in 1990 in Belarus this figure remained at the level of 90 calves, then in recent years we have only received 72-75 calves per 100 cows. And even those we cannot save. So the livestock is declining," the President emphasized.

“I don’t know what our governors are missing. Reproduction technologies? So, a whole network of breeding services has been created in the country under the patronage of the Ministry of Agriculture and Food. I think that the new minister should cooperate with the Academy of Sciences, develop and implement effective and affordable technology. Increase the breeding herd. The fact is that to this day, built and reconstructed farms remain unstocked with livestock. Some have been for more than 5 years now,” the Belarusian leader noted.

About the procurement of feed and (in)staffing of farms

According to the State Control Committee, almost 16 thousand livestock spaces are understaffed. The President instructed, under the personal responsibility of the Minister of Agriculture, the government and governors, to staff farms and ensure the growth of the dairy herd by the end of 2023. At the same time, he drew attention to the fact that there should be herds with high productivity there. It will not be possible to complete farms for show.

“If you don’t do this, if you don’t staff these complexes, I promise you that. I have enough determination. I’ve never done it before you and I won’t, no matter what electoral challenges we face,” warned Alexander Lukashenko “Because if we bury the country, we’ll slide to the point where there’s not $8 billion in exports (of food - BELTA’s note) - there won’t be anything to feed our people.”

The key task in poultry farming is to reduce the industry’s dependence on imports, Alexander Lukashenko emphasized. To date, there is no alternative to importing chickens for the production of hatching eggs .

“For 10 or 5 years you have been telling me about these chickens and eggs . Can’t we produce this ourselves? We need to provide ourselves with our own breeding products. Create a selection and genetic center, like cattle breeders have. Six months to develop a business plan, “and next year this must be done,” the President demanded. “Let’s collect these pennies and build this center. In the end, our poultry farms are not poor.”

The head of state emphasized that the reserves of the Belarusian village are concentrated in the processing of livestock products: “It is in livestock farming, or rather, in processing, that the reserves of the Belarusian village are concentrated today.”

The level of production capacity utilization for meat and sausage in 2022 was only about 70%, for whole milk products - only 60%. “How many tons of milk, meat and billions of rubles did we lose in the end?” the President asked a rhetorical question. “It’s our happiness that we have processing. This means that we can get as much product from the land as we want and are ready to process it.”

As the governor of the Brest region Yuri Shuleiko noted, enterprises in his region are ready to process more products than they currently do. Some of them are seriously underutilized. For example, reserves for milk are approximately 20%, for meat even more.

About personnel shortage

The head of state touched upon another problem in the industry: “Personnel shortage. This is perhaps the system-forming problem of the industry. Everyone must be involved in solving the personnel problem. There will be normal personnel, there will be specialists - there will be production. We must grit our teeth to do this. No one will do it for us. "The personnel problem needs to be solved. This is not the case when we train targeted specialists, but no more than half of the young specialists remain on the ground."
