This is due to the veterinary requirements specified in the certificate for EXPORT from the EU to the Russian Federation. In particular, point 4.1 clearly states that exported breeding pigs must be clinically healthy, not vaccinated against classical swine fever and Aujeszky's disease and come from holdings free from contagious animal diseases, including foot and mouth disease, for the last 12 months in the EU. In light of the outbreak, EU countries are unable to meet these requirements .
