He noted that before the start of hostilities, the presidents of the United States and Ukraine had called several times and shared their assessments and thoughts on the situation in detail, and the phrase “did not want to hear” probably needs to be clarified.

“In addition, if you remember, the President of Ukraine called on partners to introduce a package of preventive sanctions in order to encourage Russia to withdraw troops and de-escalate the situation. And here we can already say that our partners “did not want to hear us,” Nikiforov added.

Zelensky, before the start of the special operation, said that he was grateful to the US intelligence, but he was more inclined to trust the intelligence of Ukraine, which did not consider such a scenario likely. Unnamed CNN interlocutors said that Kyiv's distrust of the transmitted intelligence irritated Biden and White House staff. According to them, the Ukrainian authorities considered the US warnings to be a manifestation of “excessive attention” to the situation.

The head of European diplomacy, Josep Borrell, ruled out preventive sanctions: "We are discussing what should be done if something happens." US Secretary of State Anthony Blinken explained that prevention could deprive sanctions of a deterrent effect, and the Pentagon agreed with this assessment.

Since the end of February, the United States, the European Union, CANADA, Japan and other countries have introduced several packages of restrictive measures against Russia. The Kremlin called the restrictive measures "the madness of sanctions restrictions." Russian President Vladimir Putin claimed before the start of the special operation that Western countries intended to impose sanctions, regardless of the reason: sanctions would be imposed in any case.
