The U.S. Treasury Department has allowed some deals with some sanctioned Russian companies in the field of civil aircraft security. This follows from the general license of the department.
We are talking about transactions related to the supply, export or re-export of goods, technologies or services to ensure the safety of civil aviation. A condition for the stipulated transactions is the registration of aircraft in jurisdictions exclusively outside of Russia. In addition, goods, technologies or services supplied, exported or re-exported must be intended for use on aircraft operated exclusively in civil aviation.
An exception is made, in particular, for the United Aircraft Corporation (UAC, part of Rostec), the Irkut Corporation (a subsidiary of the UAC), the aviation complex im. S.V. Ilyushin, PJSC "Tupolev" ("daughter" of UAC), etc.

The Ministry of Finance also determined the deadline until August 11, 2022 as the last for transactions by the state corporation Rostec, which fell under US sanctions. The same applies to structures in which it owns 50% or more.
In addition, according to another license, the American side allowed to carry out with the Russian Federal Security Service (three individuals and one legal entity associated with the FSB fell under US sanctions) some operations related to the issuance of licenses and certificates related to information technology. The authorities clarified that these are cases where "the export, re-export or supply of any goods or technologies" is not prohibited by the US Department of Commerce. In addition, the fee for such transactions should not exceed $5,000 per year.
The day before, the United States imposed sanctions against 29 Russians, including against the ex-Minister of Defense, HEAD of the Rostec aviation cluster, Anatoly Serdyukov, and TV presenter, deputy DIRECTOR general of Gazprom-Media, Tina Kandelaki. In addition, 70 companies were subject to restrictions, including Rostec, UAC and its subsidiaries.
