International security guarantees for Ukraine should include a bloc on sanctions against Russia, said Andriy Yermak, head of the office of the President of Ukraine. His words are quoted on the website of Ukrainian President Volodymyr Zelensky.

According to Yermak, the sanctions policy bloc should become an effective tool to prevent new conflicts. He believes that sanctions against Russia will continue until two conditions are met.

“Firstly, it [Russia] must give appropriate assurances and guarantees that aggression against Ukraine will not be repeated. Secondly, it must provide full compensation for the damage caused to our state and citizens,” Yermak said.

According to him, the guarantees should also include blocks on the further provision of weapons and military equipment to Ukraine "without any restrictions and politically conditioned obstacles"; building a system of agreements “which will provide detailed mechanisms for the actions of guarantors in the event of aggression against Ukraine”; annual financial assistance for the development of the defense sector; a permanent security threat assessment mechanism.

“Ukraine has an extremely negative experience with security assurances under the Budapest Memorandum. We categorically refuse to repeat it. There will be no “Budapest-2,” Yermak concluded.

Kyiv created an expert group to develop international security guarantees for Ukraine, its first meeting was held on July 1. The group is led by Andriy Yermak and ex-NATO Secretary General Anders Fogh Rasmussen, who was an adviser to former Ukrainian President Petro Poroshenko.

Ukraine demands international security guarantees in exchange for declaring a neutral status and abandoning NATO aspirations. According to Kiev, permanent members of the UN Security Council, including Russia , as well as Turkey, Germany, Italy, Israel, Poland and Canada could become guarantors.
