The Cabinet of Ministers proposes to extend the draft law on the introduction of external management in companies with foreign participation to enterprisesrelated to the fuel and energy and military-industrial complex

The government proposed to correct the draft law on the introduction of an external administration for the management of organizations with foreign participation, Vedomosti reports, citing a draft recall of the Cabinet.

The White House recommends expanding the list of such organizations and adding to it manufacturers of products "used in the production of weapons, military, special equipment" and in the implementation of "projects in the fuel and energy complex of RUSSIA." There are no details in the recall of the Cabinet of Ministers, but, as a federal official told the newspaper, we are talking about "enterprises that were not taken into account immediately when developing the initiative."

As the newspaper notes, the key investors in the power industry from countries that have become “unfriendly” are the Finnish Fortum, the German Uniper (ex-E.On) controlled by it, and the Italian Enel. In the 2000s, they bought controlling stakes in the generating companies TGK-10, OGK-4 and OGK-5 (now Fortum, Unipro and Enel Russia, respectively), which own large thermal power plants in Russia. Fortum also has a blocking stake (29.5%) in TGK-1 controlled by Gazprom Energoholding. Following the start of the Russian military operation in Ukraine and subsequent sanctions, these investors announced they were pulling out of Russian assets.

According to Andrey Frolov, expert of the Russian International Affairs Council, there are no enterprises in Russia with foreign participation that produce weapons and military equipment. He believes that the recall of the Cabinet refers to companies that produce materials necessary for the production of military equipment - paints, hardware, various consumables and components.

As Vedomosti was told by a federal official and a source close to the Cabinet, the government intends to support the bill on May 16. The State Duma expects that it will be adopted in the spring session. The speaker of the lower house, Vyacheslav Volodin, said the day before that this was one of the initiatives "on the priority agenda of the State Duma."

The bill on the introduction of external administration at the Russian subdivisions of foreign companies that left Russia was submitted to the State Duma on April 12. According to the document, temporary administration can be introduced by the decision of the arbitration COURT in respect of those companies, 25% of which (or more) are controlled by citizens of unfriendly countries, as well as those who are essential to the Russian economy. The decision on the appointment of the administration will be made by the interdepartmental commission under the Ministry of Economic Development. External management will be carried out by VEB.RF or another organization.

The document was developed in early March, but in the process of discussion, changes were made to it. President Vladimir Putin supported the idea, saying that foreign enterprises leaving Russia "need to act decisively." The US White House promised that Washington would take action if Moscow began to nationalize the property of foreign companies that had left the Russian market.
