In Bashkiria, the single agricultural tax rate was reduced from 6% to 0% for two years. The corresponding law was adopted in the first reading and in general on Thursday, January 27, by the deputies of the State Assembly of the republic. Lost revenues of local budgets for 2022 and 2023 with the introduction of such a support measure are estimated at 275 million rubles.

The condition for the application of the zero rate for taxpayers will be the preservation of at least 90% of the number of employees compared to the previous tax period. One of the tasks of reducing the tax burden in parliament is called maintaining the number of entrepreneurs employed in agricultural production. In the medium term, they plan to compensate for the shortfall in budget revenues through the implementation of investment projects in the agro-industrial complex and additional receipts from organizations and farmers due to the growth in agricultural output.

MP Yakov Kugubaev, presenting the bill, noted that the proposal was developed as part of the implementation of the third package of measures to support the economy and was supported by the government.

“In the post-COVID year, we supported trade, manufacturing, and small businesses by providing them with subsidies and other forms of support. Our peasant farms and small agricultural producers also suffered losses during the fight against covid. And given the drought in 2021, our agriculture requires special care from the state,” said Deputy Yakov Kugubaev, presenting the bill in the State Assembly.

Speaker of the Parliament Konstantin Tolkachev stressed that the reduction of the tax burden would have a positive impact on the investment attractiveness of Bashkiria and help to save jobs. The new rules will apply to legal relations that arose from January 2022 to December 2023. Legislators do not deny that in the future the law may be extended, taking into account its effectiveness.
