The police of the city of Nizhnekamsk in Tatarstan identified a man and a woman who urged citizens to go to a shopping center without QR codes. This was reported by Interfax with reference to the press service of the Ministry of Internal Affairs of Tatarstan.

“The identities of the offenders have been established - two residents of Naberezhnye Chelny,” the police said.

According to the Ministry of Internal Affairs, we are talking about a 31-year-old woman and a 39-year-old man, they were brought to administrative responsibility for failure to comply with the rules of conduct in an emergency or the threat of its occurrence (Article 20.6.1 of the Code of Administrative Offenses). Also, a protocol on arbitrariness was drawn up against the woman (Article 19.1 of the Code of Administrative Offenses).
