
We continue to acquaint you with the situation that has arisen in the process of using the Vesta component of the Federal State Information System "VetIS" (hereinafter referred to as Vesta) by veterinary institutions subordinate to the executive authorities of the constituent entities of the Russian Federation authorized in the field of veterinary medicine (hereinafter referred to as state veterinary laboratories).
General dynamics of entering laboratory test results
In June, the rate of submitting studies decreased, with the number of completed studies down 9.50% compared to the previous month.
In June, the rate of entering sample information decreased, with the number of samples entered being 11.20% lower than the previous month.
The situation with the use of Vesta varies fundamentally in different regions of the Russian Federation.
On the use of Vesta in various constituent entities of the Russian Federation
The group of outsiders in this indicator includes four regions, where fewer than 100 samples were processed (last month, there were six such regions): the Yamalo-Nenets Autonomous Okrug, the Nenets Autonomous Okrug, the Chukotka Autonomous Okrug, and the Magadan Region. The rest, accordingly, are in the middle.
Three regions are the worst performers in this indicator, with fewer than 1,000 surveys completed (last month, there were two such regions): the Nenets Autonomous Okrug, the Yamalo-Nenets Autonomous Okrug, and the Republic of Khakassia. The rest, accordingly, are in the middle.
Dynamics of registration of test results in June 2024 compared to May 2024
Comparing the dynamics of test results submission in June 2024 with the previous month, the leading group (ranked in descending order of achievement) consists of subjects of the Russian Federation in which the rate of submission of results by state veterinary laboratories increased by more than 100%. This month, there are four such subjects: the Nenets Autonomous Okrug, the Republic of Ingushetia, the Yamalo-Nenets Autonomous Okrug, and the Republic of Tyva.
At the same time, a decrease in the number of submitted research results was noted in 50 constituent entities of the Russian Federation, including: Altai Krai, Amur Oblast, Arkhangelsk Oblast, Astrakhan Oblast, Bryansk Oblast, Vladimir Oblast, Volgograd Oblast, Vologda Oblast, Jewish Autonomous Oblast, Ivanovo Oblast, Kabardino-Balkarian Republic, Kaliningrad Oblast, Kaluga Oblast, Kamchatka Krai, Kemerovo Oblast — Kuzbass, Krasnodar Krai, Krasnoyarsk Krai, Kurgan Oblast, Kursk Oblast, Leningrad Oblast, Lipetsk Oblast, Murmansk Oblast, Novgorod Oblast, Novosibirsk Oblast, Omsk Oblast, Orenburg Oblast, Oryol Oblast, Perm Krai, Primorsky Krai, Republic of Bashkortostan, Republic of Mari El, Republic of North Ossetia — Alania, Republic of Tatarstan (Tatarstan), Republic of Khakassia, Ryazan Oblast, Samara Oblast, St. Petersburg , Saratov Oblast, Sakhalin Oblast, Sverdlovsk Oblast, Sevastopol , Smolensk Oblast, Tambov Oblast, Tver Oblast, Tomsk Oblast, Tula Oblast, Chelyabinsk Oblast, the Chechen Republic, the Chuvash Republic (Chuvashia), and Yaroslavl Oblast. The situation with the availability of title documents and confirmation of competence of state veterinary laboratories.
The main legal documents for state veterinary laboratories conducting research in the field of veterinary medicine and food safety are: a license from Rospotrebnadzor to work with pathogenic microorganisms of the corresponding pathogenicity group and accreditation in the national accreditation system for conducting laboratory research on regulated goods.
As of the end of June 2024, in the territory of 8 constituent entities of the Russian Federation (the Komi Republic, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, the Jewish Autonomous Region, Magadan Region, Yamalo-Nenets and Chukotka Autonomous Okrugs), there is not a single state veterinary laboratory accredited in the national accreditation system.
In order for the results obtained by the state veterinary laboratory to be available to any purchaser of a specific batch of controlled goods, including the end consumer, and any representative of the regulatory authorities throughout the life cycle of the controlled goods, it must register the results of the studies conducted in Vesta andsampling for their implementation is carried out in Mercury.
