July 15, Minsk . Car-sharing services will be regulated in Belarus, Vladimir Borovenko, Deputy Chairman of the Standing Committee on Industry, Energy, Transport, Communications, and Digital Development of the House of Representatives, told reporters, according to a BELTA correspondent.

An extended meeting of the Standing Committee on Industry, Energy, Transport, Communications, and Digital Development of the House of Representatives was held today to discuss the legal regulation of short-term vehicle rental services (car-sharing). During a seminar and meeting on current road safety issues in the Republic of Belarus , held on June 25, 2025, in the House of Representatives, gaps in legal regulation regarding the provision of short-term vehicle rental services were identified. This also applies to the sharing of personal mobility devices, such as bicycles and electric scooters.
Currently, in the Republic of Belarus there is no legal act regulating the procedure for interaction between car-sharing organizations and users, and therefore their relations are governed by the provisions of the Civil Code, which do not fully reflect the specifics of per-minute car rental. In this regard, each sharing company adheres to its own policy when interacting with citizens. It is difficult for an ordinary user to understand all the intricacies and differences in the operating systems of such organizations, the variability of the fines and other penalties for improper use of a car.

"This issue was raised during a seminar-meeting on current issues of ensuring road safety," the deputy noted. "Aspects of ensuring safety during short-term rental of cars, scooters, and bicycles were revealed. Questions related to legislative regulation and ensuring road safety. Because often people in a state of"Alcohol intoxication (as shown by accident statistics), as well as those with revoked licenses and inexperienced drivers. And driving a car they've never driven before doubles the driver's workload, even if they have a license. Therefore, ensuring road safety is a top priority."

According to the deputy, there are also many issues with kick-sharing (scooter rentals). "Decree No. 145 somewhat regulated the use of scooters by establishing an age limit. However, they are also used by children under 14, and by two people at a time, which is also prohibited by traffic regulations. There are also issues related to providing parking spaces for scooters. And other issues, including ensuring speed limits on various sections of the road," Vladimir Borovenko emphasized. "Therefore, we will take a comprehensive approach. Representatives from various ministries and agencies have been invited to the meeting to discuss and reach a coordinated decision on ensuring safety when using motor vehicles and personal mobility devices."
