
This conclusion was reached by the participants of the working group established in the regional department for socio-economic development of the village to address the issues of using small forests located on agricultural lands.
The discussion was attended by heads and specialists of agricultural enterprises, regional departments of the ROSSELKHOZNADZOR , Rosreestr, the Department of Forestry, the Department of Natural Resources and Environmental Protection, the Department of State Property Management, and municipalities.
The total sown area in the region, according to Rosstat, today is 366 thousand hectares. According to the HEAD of the department for legal and property relations of the department for socio-economic development of the village, Viktor Burkin, if all the “fragments” of forest available in the region are put into circulation, the total sown area can be increased by 5-10%.
Expenditures for the introduction of agricultural land into circulation, as well as for the legal registration of agricultural land are subsidized by the state within the framework of programs for melioration and cultural and technical work.
The difficulty in resolving the issue lies in the fact that there is no specific algorithm for introducing forest plots adjacent to arable land into agricultural circulation, which would take into account all the requirements of the legislation of the Russian Federation.
Based on the results of the meeting, it was decided to prepare methodological recommendations, according to which agricultural producers, developing "shards", will be able to act step by step and within the framework of the law.
