In the village of Karakulsky, Oktyabrsky district, Chelyabinsk region, another facility was opened, renovated as part of the program for the integrated development of rural areas. In addition to major repairs, with funds allocated additionally by decision of Governor Alexei Teksler, a new sports ground was built at the Karakul secondary school, new equipment for classes was purchased, including computers and interactive panels, landscaping of the area around the school was carried out, and the facade was repaired. The total cost of all work amounted to 80 million rubles, of which 70 million came from the regional budget.
Thanks to such a grandiose renovation, notes school DIRECTOR Olga Gracheva, the school will become an educational center for students of other schools from neighboring villages:
“Currently there are only 97 people studying at the school, we really hope that we will attract more students.” From the branch school in Aleksandrovka, children from the fifth grade study with us. Like all city schools, we have network interaction with other educational institutions: universities, schools, technical schools. And now there are large interactive panels, a center for children’s initiatives has been equipped, so we are planning to hold open events for schools that do not have such opportunities. And there are buses to transport children.
Since the school opened in 1975, there has been no major renovation. As in all rural schools, there were walls painted with oil paint, concrete or wooden floors, and the equipment was very dilapidated. Major renovations began on June 26 last year. And in September, additional funds were allocated from the regional budget. As a result, the school is like new: with a new façade, new internal and external infrastructure.
On the ground floor in the recreation area there is a large chess set. You can play right at recess. The gym has new showers, locker rooms, and a training room (for sports equipment). All offices are equipped with new office equipment, modern furniture, and visual aids. New security systems and video surveillance have been installed.
Lyubov Lebedeva, a mathematics teacher, worked at the Karakul school for forty years. He says that in order for children to want to study, conditions must be created, and the village must develop:
“In order for children to love learning, there must be interest from both the children and their parents. There are specialists in schools - perky, lively ones who will lead the youth. But now, what kind of equipment we have - we can only shrug our shoulders - everything is already connected and working! Students who studied 40 years ago read more, now children watch more.
Mathematics is our life expressed in numbers. If we know mathematics, I tell my students, we will move forward. Without mathematics we won’t fly into space, we won’t make computers or telephones.
All residents of the village of Karakulskoye were eagerly awaiting the completion of the repairs, notes the HEAD of the district, Mikhail Molchan:
– Huge words of gratitude to Governor Alexey Leonidovich Teksler! We had a meeting in the reception room of the President of the Russian Federation, and a resident of this village appealed to the governor with a request to allocate funds to completely complete the renovation of the school. It's winter outside today, it's hard to appreciate what a wonderful stadium has been built, the school grounds have been landscaped, and the lighting has been improved. Many thanks to our builders and sponsors, represented by the farm of Yuri Alekseevich Grachev, which provides the main jobs in the village.
“It all starts from school,” says Deputy Minister of Agriculture of the Chelyabinsk Region Evgeny Nedbaylo. – Today, trained, knowledgeable specialists are needed by both industry and agriculture. In 2023, two large projects were implemented in the Oktyabrsky district as part of the program for integrated development of rural areas - the repair of the Podovinnoye - Karakulskoye road with a length of 5.6 km and the overhaul of a school. And this year the construction of a swimming pool will begin in the Oktyabrsky district. This is a major project for our program, which I hope we will implement and complete on time – within two years.
In 2023, 482.3 million rubles from the consolidated budget were allocated for the implementation of the program for the integrated development of rural areas in rural agglomerations.
These funds were used to carry out major repairs and construction of 16 facilities: in 7 municipalities, three Houses of Culture and a House of Children's Creativity, three kindergartens, two schools, two school gyms were renovated, two stadiums were built, a roller ski track was built, gas supply was carried out and water supply systems were repaired in two villages. An ambulance was purchased for the first aid station. A highway has been built in the Oktyabrsky district.
For the improvement of villages, 72 projects were implemented in 14 districts: arrangement of local areas, sites for solid waste, public wells and pumps, recreation areas with alleys, bicycle paths, children's playgrounds and sports grounds, organization of street lighting, etc. Also within the framework of the program, living conditions were improved 24 rural families. 96 students from agricultural educational institutions completed paid internships at agricultural enterprises.
During the period of the program from 2020, 1.5 billion rubles were allocated for its implementation, including 650.5 million rubles from the regional budget. The construction of seven facilities was carried out, including a cultural and leisure center in the village. Kichigino, Uvelsky district. Major repairs were carried out at 39 institutions, and 85 improvement projects were implemented in 16 municipalities.
