The agricultural sector of the Republic of Bashkortostan showed high performance in 2022

At a meeting of the Government of the Republic of Bashkortostan, which was chaired by Prime Minister Andrey Nazarov, the results of the implementation of the state program "Development of agriculture and regulation of agricultural products, raw materials and food markets in the republic" were considered.
“Sanction restrictions last year also affected the agricultural sector of the republic. Despite the external challenges that have arisen, a lot of work has been done in agriculture. Our manufacturers have adapted and adjusted their supply chains. The agrarian sector of the republic not only retained, but also demonstrated high performance at the end of the year. In 2023, 7 billion 263 million rubles were allocated for the implementation of the state program and non-program support for the agro-industrial complex, 3.6 billion rubles of which are federal budget funds,” Andrey Nazarov noted.
Ilshat Fazrakhmanov, Deputy Prime Minister of the Government - Minister of Agriculture, spoke in more detail about the results of the implementation of the state program in the agricultural sector.
The agro-industrial complex of the republic showed the best results over the past 20 years. The share of the commodity sector reached 63.7%, and the key indicator of the state program "Index of agricultural production" increased to 128.1% (against the plan of 121.2%). In terms of agricultural production, the Republic of Bashkortostan has risen to 11th place in the Russian Federation.
Further, Ilshat Fazrakhmanov spoke about the implementation of the indicators of the state program in the context of the directions of the agro-industrial complex of the republic. Thus, the index of crop production amounted to 164% against the plan of 152%. In terms of the volume of grain produced in 2022 (5004 thousand tons), the republic took the 9th position in Russia. Also, the region is confidently included in the top ten regions (8th place), producing about 60% of all greenhouse vegetables in Russia.
It was noted that not only favorable weather conditions, but also the growth of agrarians' competencies, as well as targeted state support for a number of areas, contributed to the achievement of record indicators in crop production.
The Deputy Prime Minister of the Government - Minister of Agriculture called technical and technological modernization a key factor in the development of the crop industry. As part of the program for updating the machine and tractor fleet, in 2022, the agrarians of the republic purchased more than 3,200 pieces of equipment for 12.9 billion rubles. In 2022, 1 billion 27 million rubles were allocated from the budget of the republic to reimburse part of the costs of acquiring agricultural machinery and equipment. As a result, the load on tractors and combines has decreased.
The index of livestock production in the republic amounted to 101.4%, Ilshat Fazrakhmanov emphasized. The year 2022 began difficult for the sub-sector, due to the shortage of feed due to drought, and the difficult geopolitical situation that slowed down the implementation of investment projects. Nevertheless, in June last year, the agrarians of Bashkortostan managed to reverse the negative trend of declining livestock production and achieve a steady increase in production. As a result, 760.2 thousand tons of marketable milk were produced in 2022, which is 100.4% of the 2021 level. Thanks to the development of livestock breeding. the increase in milk productivity on average for agricultural organizations amounted to 6.5%. Timely support of the implemented investment projects of meat companies made it possible to increase meat production. This made it possible to produce an additional 30 thousand tons of the product.
Speaking about investment activities in the agro-industrial complex of Bashkortostan, the head of the regional agrarian department said that in 2022 it was possible to achieve the maximum volume of investments in the development of the industry - 17.2 billion rubles, with an index of the physical volume of investments in fixed capital - 121.3%. In total, in 2022, 64 priority investment projects worth 111.3 billion rubles were actively implemented in the agro-industrial complex of the Republic of Belarus.
The index of food production has also grown in the region, which in 2022 amounted to 103%. As Ilshat Fazrakhmanov noted, in the reporting year, growth in food production compared to the previous year was observed in the production of rapeseed oil, canned meat, sugar, cereals, and butter. A good role here was played by state support within the framework of the regional program, thanks to which more than 40 companies upgraded equipment worth 50 million rubles.
A significant contribution to the implementation of the tasks of the state program is made by peasant farms, said the Deputy Prime Minister of the Government - Minister of Agriculture. In 2022, the farmers of the republic produced more than 36% of grain, 32% of oilseeds, 24% of sugar beets, 21.7% of vegetables, 5.6% of meat and more than 12% of milk from the total production in the republic. Thanks to the implementation of programs to support small businesses in the agro-industrial complex, in 2022, 28 new cooperatives were created and 140 SMEs were supported. In general, 581 million rubles of state support were allocated for the development of small businesses in 2022.
At the end of the speech, the emphasis was placed on the development of strategic directions of the agro-industrial complex and production efficiency. Key indicators were identified that are needed to achieve the growth of the required volume of gross agricultural output.
The Prime Minister of the Republic of Bashkortostan Andrey Nazarov instructed the Ministry of Agriculture to ensure the growth of agricultural production by at least 3% by the end of the current year compared to 2022.
