President Vladimir Putin submitted to the State Duma a draft law “On the termination of international treaties of the Council of Europe with respect to the Russian Federation”, the document is available in the database of the lower house.

As follows from the explanatory note, the following agreements between Russia and the CE will be considered terminated after March 16:

Convention for the Protection of Human Rights and Fundamental Freedoms; European Convention for the Suppression of Terrorism; European Charter of Local Self-Government; European Social Charter, etc.

The government invited Putin to denounce the international treaties of the Council of Europe (CE) at the end of December.

Russia withdrew from the Council of Europe on March 16, 2022, after 26 years of participation. Prior to that, the day after the start of the Russian military operation in Ukraine, the Committee of Ministers of the Council of Europe limited Russia's rights in this organization and in PACE. On March 14, the CoE Parliamentary Assembly notified the Russian delegation of the suspension of its membership in the assembly, later voting for the exclusion of Russia from the CoE.

The Russian Foreign Ministry explained the decision to withdraw from the Council of Europe by the abuse of “their majority” in the Committee of Ministers of the Council of Europe by the EU and NATO states, which becomes a continuation of the “line of destruction” of this organization. They also noted that Russia is a party to the main universal international human rights treaties concluded within the framework of the UN, and always “remains open to pragmatic and equal interaction with members of the organization on issues of mutual interest, and within the framework of those conventions, participation in which decides to continue.

In July, Moscow withdrew from eight Council of Europe agreements, in particular withdrew from the Group on International Drug Cooperation and the 1990 agreement establishing the European Commission for Democracy through Law. On January 9, Putin also introduced a draft on the denunciation of the CE convention on criminal liability for corruption. The explanatory note to the document stated that the proposal was connected with the decision of the Committee of Ministers of the Council of Europe to terminate Russia's membership in the Group of States against Corruption (GRECO).
