
The Interstate Aviation Committee (IAC) noted the improvement in flight safety in RUSSIA, despite Western sanctions . The number of accidents and catastrophes per 1 million flights has reached the lowest levels, and in terms of the number of accidents (35 cases), last year's figures are at the average level over the past five years, follows from the IAC report on flight safety, which Kommersant has read.
According to the newspaper, the most representative indicator, the number of accidents per 1 million departures, in commercial passenger traffic in the CIS last year was at the lowest level in the last five years - 1.2. The interlocutor of Kommersant in the Ministry of Transport specified that in 2021 this figure for Russia was about 1.6.
According to the International Air Transport Association (IATA), the global average for the top 300 international airlines, which account for more than 80% of global air travel, was 1.21 last year (up from a five-year average of 1.26).
The IAC report also says that, despite Western sanctions, the passenger turnover of Russian airlines last year decreased by just over 6% compared to 2021. At the same time, not a single air crash occurred on aircraft with a take-off weight of more than 5.7 tons. There were two accidents without victims - during the regular passenger flight An-24B "Angara" in the Irkutsk region and during the cargo transportation of the Tu-204 "Aviastar-Tu" in CHINA. In 2021, for comparison, there were three crashes with aircraft with a takeoff weight of more than 5.7 tons, in which 38 people died.
In total, taking into account general aviation (GA), 13 air crashes occurred in Russia last year, in which 24 people died. In general, in the CIS, the death toll has decreased by more than three times, to 28 people, and "this is the best figure in the history of domestic (USSR-CIS) civil aviation," the IAC report says.
In 2021, 30 accidents occurred in Russia, including 18 disasters in which 70 people died. “In 2022, the relative safety record for aviation accidents is the best in a five-year period,” the report says.
According to a preliminary estimate, which is given in the conclusions of the IAC, last year 85% of all aviation accidents were due to the "human factor", this figure increased by 10 percentage points over the year. At the same time, half of the accidents occurred in general aviation.

After the start of Russia's military special operation in Ukraine , the US and the EU closed the skies to Russian aircraft and imposed restrictions on the EXPORT of aviation products to Russia. At the same time, all leased aircraft were required to be returned to lessors. Since the end of February last year, the US Department of Commerce has been expanding the sanctions list of Russian aircraft that are prohibited from servicing abroad.
In response, the Federal Air Transport Agency recommended that Russian airlines not operate flights abroad on foreign leased aircraft, and Russian President Vladimir Putin signed a law on registration of rights to foreign aircraft under lease. It will be possible to fly on Western-made aircraft remaining in the country, provided that their airworthiness is maintained, until 2030, according to the Federal Air Transport Agency.
Last June, the government approved a comprehensive program for the development of the Russian aviation industry until 2030. It provided for two scenarios for the development of the industry. The first assumed a decrease in passenger traffic against the backdrop of a reduction in the fleet of modern ships and a shortage of Western components. The second (basic) envisaged that aviation industry enterprises would find channels for replenishing stocks of spare parts and other consumables, and would successfully improve aircraft airworthiness programs. This scenario also assumed the expansion of programs to subsidize transportation on domestic routes. In this case, a "moderate" increase in air travel was expected, by about 1-3%.
Prime Minister Mikhail Mishustin said in March that from 2026 it is planned to ensure the annual production of more than 100 aircraft of various modifications in Russia. According to him, tests of the regional Il-114 and the Baikal light multi-purpose aircraft have been completed, and the first flight of the updated Sukhoi Superjet with a Russian engine will take place in the coming months.
