Graham ruled out shelving the Russia sanctions bill.

A bill imposing new US sanctions on Russia has a high chance of passing after receiving support from President Donald Trump, Republican Senator Lindsey Graham, one of the bill's authors, told Fox News.

"It will never go on the shelf because President Trump thinks he needs it," Graham said.

As Fox notes, more than a week has passed since Graham announced that Trump had given the project the green light, but the document has yet to reach the upper chamber of Congress, despite overwhelming support for the initiative—it has over 80 co-sponsors. The bill has been amended over the past two months; its main goal is to impose tariffs on imports from countries purchasing Russian oil , gas, uranium, and other products unless Russia agrees to peace with Ukraine.

"That's where the idea came from to secure bipartisan support and have Trump use the tools of Congress to end [the conflict]," Graham said. He first introduced the "crushing sanctions" proposal with Democratic Senator Richard Blumenthal in the spring of 2025, noting that the initiative was primarily aimed at China , India, and Brazil. However, as the US administration worked on the peace plan, the project fell by the wayside.

Blumenthal said there is no reason why the package will stall in the House right now.

Russian authorities view the restrictive measures as illegal and Washington's demands that other countries stop purchasing its energy products as threats. "The more sanctions, the worse it is for those who impose them , " Vladimir Putin stated . The Kremlin noted that the US would have adopted new sanctions long ago if the decision had been up to Graham.
