In the main department of the Bank of RUSSIA for the Central Federal District, RBC Chernozemye was provided with information about the support that entrepreneurs of the Central Chernozem region were able to receive. Thus, representatives of small and medium-sized businesses in the Chernozem region, including the Oryol region, from March 1 to September 30 of this year, restructured loans for almost 62 billion rubles. The decrease in the debt burden was due to the receipt of both credit holidays granted by law and restructuring under our own banking programs. The amounts in both directions turned out to be the same - 31 billion rubles each.
The volume of loans for which credit holidays were granted to entrepreneurs of the Voronezh Region turned out to be the largest - 24.6 billion rubles. Small and medium-sized businesses of the Belgorod region received credit holidays in the amount of 2.1 billion rubles, the Oryol region - 1.2 billion rubles, the Kursk region - 1.1 billion rubles, the Lipetsk region - 0.9 billion rubles and the Tambov region - 0, 7 billion rubles.
Voronezh businessmen also benefited the most from restructuring under their own programs of banks: reducing the debt burden for SMEs in the region is estimated at 20.5 billion rubles. In second place is the Tambov region, where they granted a deferral of payments under their own programs of banks, carried out in the amount of 7.1 billion rubles. In the Lipetsk region, it amounted to 1.2 billion rubles, in the Oryol and Belgorod regions - 1 billion rubles each, and in the Kursk region - 0.2 billion rubles.
Loan deferrals and changes in payment terms are provided for by Federal Law No. 106, which entered into force on April 3, 2020, to help borrowers in a difficult life situation in the context of the CORONAVIRUS pandemic. In March 2022, due to the aggravation of the economic situation associated with the imposition of sanctions, Articles 6 and 7 of Federal Law No. 106 were resumed. The regulator also recommended considering applications from borrowers experiencing difficulties in fulfilling loan obligations and providing restructuring as part of the banks' own programs.
The bulletin of the Central Bank "Dynamics of restructuring and loans to the population and business" for March-September 2022 states that in the current realities, the measure has become popular with the Russian entrepreneur. True, there were fewer applications from businessmen during the sanctions period than at the peak of the pandemic, but the volume of deferred loans increased.
