“Nationalists” in Kharkiv drive around the city in “bandermobiles” and fire at residential buildings, intimidating residents, said Mikhail Mizintsev, HEAD of the Russian National Defense Control Center.

“The terrorists of the nationalist battalions created the so-called flying death squads, which, on off-road vehicles forcibly seized from the civilian population, converted into “bandermobiles”, drive around the streets of the city and, in order to intimidate the townspeople, fire indiscriminately from heavy machine guns at residential buildings,” he said. According to a representative of the military department, civilians, “fearing provocations from the nationalists,” hide in basements, while the “nationalists” place military equipment and equip firing points in residential areas.

In addition, Mizintsev pointed out that in Kharkiv, the “most critical situation” is developing in humanitarian terms, since the city has problems with providing medical care to residents, providing medicines and food, there are interruptions in the supply of heating, electricity, and water.

The Ministry of Defense declared the need to take "immediate decisions aimed at stabilizing the humanitarian situation", and in this regard, appealed to the leadership of the United Nations, the OSCE, the International Committee of the Red Cross and other international organizations to force the Kyiv authorities "to fulfill their humanitarian obligations not only in Kharkiv, but also in other settlements of Ukraine,” Mizintsev said.
