
The State Duma at a plenary session adopted a law introduced by President Vladimir Putin to suspend Russia's participation in the strategic offensive arms treaty. The text of the document says that the decision on the resumption of the country's participation in the START will be made by the President of RUSSIA.
All deputies present voted for the adoption - 401 people, or 89.1% of the total composition.
The current START-3 strategic offensive arms treaty was signed by Russia and the United States in 2010 for ten years. it was signed by Presidents Dmitry Medvedev and Barack Obama. At the beginning of 2021, the contract was extended until February 5, 2026.
Under START III, the parties are reducing the number of intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), their launchers and warheads, and heavy bombers and their nuclear weapons, so that by 2018 the number of weapons listed will not exceed:
a ) 700 for deployed ICBMs, SLBMs and heavy bombers;
b) 1550 - for charges on deployed ICBMs, SLBMs and nuclear charges counted for deployed heavy bombers;
c) 800 - for deployed and non-deployed ICBM launchers, SLBM launchers, heavy bombers.
In order to control restrictions, mutual inspections are carried out.

Putin announced the decision to suspend Russia's participation in the treaty in a February 21 address to the Federal Assembly. In his speech, he pointed out that the current arms control system does not in any way regulate the number of nuclear weapons that US NATO allies France and Great Britain have, and Russian inspectors are not allowed to monitor military installations in the United States. The President also recalled that the United States and NATO are directly talking about their intention to inflict a strategic defeat on Russia. “And what, after that they are going to drive around our defense facilities, including the newest ones, as if nothing had happened?” he pointed out.
Russia and the United States suspended mutual inspections in 2020 - then it was due to the covid-19 pandemic - which have not been resumed.
