The draft federal law has been developed as a separate industry document that establishes and regulates the entire chain of circulation of animal by-products, namely, their storage, transportation, processing (processing), sale, and use.
According to expert estimates, about 180 million tons of animal by-products are produced annually in agricultural organizations in Russia. Report data from more than 60% of enterprises in the pig and poultry industries in terms of form, received in 2019-2020, indicate that livestock by-products are completely processed into organic fertilizers. Therefore, such products are not waste, are not disposed of as waste, and do not have a negative impact on the environment, the authors note.
The bill provides for the introduction of the concept of "livestock by-products", concepts related to the processes of circulation of by-products of animal husbandry and their use in agricultural production, including for improving soil fertility.
The relevant ministry is vested with the authority to regulate the circulation of livestock by-products, taking into account the provisions of Federal Law No. 248-FZ of July 31, 2020 “On State Control (Supervision) and Municipal Control in the Russian Federation”. The bill also provides for securing the ownership of livestock by-products.
Agricultural producers are not specialized organizations for which the collection, transportation, disposal, disposal and disposal of farm animal excrement is the main activity carried out for profit and, therefore, they should not be subject to the requirement to have a license for these types of activities , established in the ruling of the Supreme Court of the Russian Federation of July 31, 2017 No. 309-AD17-9334, the parliamentarians indicated.
