The list of animal by-products includes manure and manure, as well as bedding and runoff used in agricultural production. Penalties are provided for non-compliance with the requirements for their handling, including during storage, transportation, processing, processing and sale.

According to the bill, officials for the corresponding violation face a fine of 30-40 thousand rubles, individual entrepreneurs - 50-60 thousand rubles, companies - 250-300 thousand rubles. Also, as an alternative punishment for individual entrepreneurs and legal entities, the suspension of their activities for a period of up to 90 days is provided. In case of repeated violation, the amount of the fine increases by 10 thousand rubles, and for companies - by 100 thousand rubles.

The bill on the introduction of liability for non-compliance with the requirements for the circulation of animal by-products passed the first reading in the State Duma on February 16. Its author is the deputy from the Communist Party of the Russian Federation, the head of the committee on agrarian issues, Vladimir Kashin. Together with State Duma Vice Speaker Alexei Gordeev, he proposed amendments to the second reading.
