December 3, Minsk . The draft law "On Amending Laws on Railway Transport" was adopted by parliament members in the first reading, BELTA reports.
The bill aims to improve public relations in the field of railway transport and enhance the efficiency of the Belarusian Railways State Enterprise.

The Standing Committee of the House of Representatives on Industry, Energy, Transport, Communications, and Digital Development explained that amendments are being made to the Law "On Railway Transport" and other laws.
One of the innovations in the bill is the transfer of paramilitary security functions from the Belarusian Railways State Enterprise to the Security Department of the Ministry of Internal Affairs. In this regard, the bill introduces corresponding adjustments to the laws "On the Transportation of Dangerous Goods," "On Security Activities," "On State Regulation of the Production and Circulation of Alcohol, Non-Food Alcohol-Containing Products, and Non-Food Ethyl Alcohol," and "On Narcotic Drugs, Psychotropic Substances, Their Precursors, and Analogues." The government's authority to establish procedures for closing low-volume railway lines (sections) and resuming service on them is consolidated.

The definitions of terms for types of passenger service—urban, regional, and interregional lines—are clarified.

The powers of the Ministry of Transport and Communications and the Ministry of Emergency Situations in exercising state control (supervision) in the field of railway transport are delineated. The circle of persons eligible for medical examinations, certification (re-certification), and technical training is expanded. The conditions for granting the right to drive railway vehicles
are clarified . The draft contains a number of provisions aimed at ensuring the safety of railway infrastructure facilities and vehicles. The Council of Ministers will establish appropriate requirements for infrastructure owners and carriers. Read also: Photo by Vitaly Pivovarchik
