Farmers and peasants of Khakassia are forced to massively export meat to the Krasnoyarsk Territory

Farmers and peasants of Khakassia from the beginning of this year began to massively EXPORT MEAT to the neighboring Krasnoyarsk Territory. Simply because the authorities there have found a way to solve the long-standing problem with the slaughter of livestock according to the "Technical Regulations of the Customs Union for Meat and Meat Products." But the government and the Ministry of Agriculture of Khakassia simply ignored the long-term calls of our villagers for help.

WHAT IS THE PROBLEM?

Since the beginning of 2023, Khakassia has banned the sale of meat slaughtered in private farmsteads. The Ministry of Agriculture of the Republic issued an order according to which, from January 1, 2023, it is forbidden to sell the meat of cattle slaughtered in private farmsteads. And since March 1, this ban has extended to poultry and rabbit meat.

In its order, the Khakass department refers to the decision of the Ministry of Agriculture of RUSSIA dated April 28, 2022 No. 269, according to which, from September 1, 2022, the slaughter of productive animals and poultry can only be carried out in places specially designated for these purposes. Now it is a mandatory condition for the sale of meat and slaughter products.

The effect of the Veterinary Rules does not apply only to meat and slaughter products obtained by citizens at home in personal subsidiary farms, for personal consumption and not intended for release into circulation on the territory of the Russian Federation. That is, you can eat cattle and poultry slaughtered in the farmsteads yourself, but you can no longer sell to anyone.

Note that this norm at the federal level has been prepared for a long time. All regions were warned about it ahead of time - a few years ago. During this period, a network of licensed slaughterhouses was to be created in the regions. In many regions, the authorities created them. But not in Khakassia. Here the government did not do this at all, or did not do enough. Which is not surprising under Governor Valentin Konovalov, who immortalized his competencies in agriculture with the term "cow breeding".

In general, the authorities of Khakassia simply washed their hands, leaving the peasants and farmers themselves to deal with the problem of slaughtering and selling meat.

IF YOU DO NOT MAKE YOUR HANDS BUT WORK, THEN ANY PROBLEM IS SOLVED

But the leadership of the Krasnoyarsk Territory did not leave its villagers in trouble and actively took up the solution of the “downhole problem”. And it turned out that the federal law is not a concrete wall at all, and the Russian government does not at all want to put the farmers to death and is ready to listen to reasonable arguments and make compromises in favor of the people.

To begin with, officials of the regional government and deputies of the regional Legislative Assembly carefully re-read the federal legislation. And they revealed an important point, which Vladislav Zyryanov, deputy of the Legislative Assembly of the Krasnoyarsk Territory, spoke about:

“The fact is that in addition to various documents that guide veterinary supervision employees in their work, there is also a federal law “On personal subsidiary plots”, in which all these issues have long been settled.

It does not allow for arbitrary interpretations - people can backyard slaughter and have every right to sell surplus meat on the market. The requirements of technical regulations do not apply to those products that are produced in a non-industrial way. The same rules apply to consumer cooperatives and peasant farms that sell meat in non-industrial volumes,” the deputy noted.

“Heroic efforts, together with the Ministry of Agriculture, were able to protect the peasants, who were almost banned from yard slaughtering of livestock,” sums up Vladislav Zyryanov.

The Ministry of Agriculture of the Krasnoyarsk Territory spoke about the details of the “heroic efforts”:

“The specifics of the Krasnoyarsk Territory is such that we occupy more than 13% of the land of the Russian Federation, we have a very extensive geography, our logistics are very difficult due to the remoteness of settlements, so no one will create conditions for the population that are initially impossible,” explained NGS24.ru First Deputy Minister of Agriculture of the Krasnoyarsk Territory Alexander Pokhodin.

He clarified that if all the cattle in the region are slaughtered only in slaughterhouses, then there will be a serious overload. Now there are 35 slaughterhouses on the territory of the region. Of these, 4 are large meat processing plants, the remaining 31 are small and medium. This is not enough to process all the cattle that are slaughtered in the villages.

We figured it out, and in the end everything remains as it was before. A person who runs a personal subsidiary farm calls a veterinarian, he conducts an examination, the animal is slaughtered at home, then the meat is sent for examination. If the product does not pose a threat to people, it is released for further sale with all veterinary and accompanying documents, the Ministry of Agriculture of the Territory assured.

Information about products is entered into the Mercury system, and a person will first be asked where he wants to sell meat, for example, at the Central Market of Krasnoyarsk. A corresponding mark is made in the system, a person comes to the market, his arrival is also noted. Then the meat is examined already in the market, and the owner calmly sells it. The fact of the sale, again, is noted in Mercury.

Alexander Pokhodin emphasized that no new decrees or resolutions had to be created to solve the problem with slaughter.

— Regulatory documents have not changed. For seven years Russia lived fulfilling these acts, and there are no other documents that could prevent this order. Therefore, we live and work the way we have lived all these seven years,” says Pokhodin.

THE MINISTRY OF AGRICULTURE OF RUSSIA HEARED THE PROPOSALS OF THE KRASNOYARSK FARMERS AND WENT TO MEET THEM

The Deputy of the Legislative Assembly of the Territory Vladislav Zyryanov also told how some important nuances of slaughter and livestock and the sale of meat from private farmsteads were coordinated with the federal Ministry of Agriculture:

- It was possible to protect the interests of our peasants, who sell surpluses of meat produced in private farms on the market. It was possible to quickly resolve the situation, but the problem remained: in federal documents and instructions, norms hung like a sword of Damocles, which at any moment could again lower this barrier in front of our villagers. The essence of the problem is that the slaughter of livestock could only be carried out in special slaughterhouses.

I raised this problem at parliamentary hearings in the State Duma. In particular, he cited his constituency as an example. We have built slaughterhouses in almost every district.

But how to bring a pig from a village 100-150 km away to this point in winter in forty-degree frost and not freeze it!? And in every village it is impossible to build a slaughterhouse by definition.

On my initiative, the Agrarian Committee of the Legislative Assembly sent to the Ministry of Agriculture of Russia and the Federal Assembly its proposals on changing the regulations for slaughtering livestock for personal subsidiary farms, which would allow the peasants of Krasnoyarsk to freely sell surplus meat products.

And we were heard in the government of the country! New rules recently published by the Ministry of Agriculture include requirements for specially designated places for slaughtering animals, in addition to industrial slaughterhouses.

At the same time, I would like to emphasize that measures to control the quality of meat products are not cancelled. Slaughter of animals must be carried out in compliance with the necessary technological methods and processes.

SUMMARY

The authorities of the Krasnoyarsk Territory have done everything to quickly solve the problem of slaughtering livestock and marketing meat for their peasants.

But the leadership of Khakassia did not want to move. Therefore, farmers and owners of farmsteads of the republic are now simply transporting meat for sale to the Krasnoyarsk Territory, where the green light is turned on for this.

But at the same time, consumers of Khakassia are deprived of direct and short deliveries of meat from their farmers. It will probably hit the shelves of the republic, but already in the form of products processed in the neighboring region - that is, much more expensive. And the added value from this product will also remain with the neighbors.

And all because the authorities of Khakassia prefer to shrug, rather than work.
