The prosecutor's office has identified violations in monitoring of those registered at the LTP in the Ivyevsky district

The Grodno Region Prosecutor's Office analyzed the activities of law enforcement agencies and state healthcare organizations in enforcing the law on compulsory treatment for ALCOHOLISM, ordered by the COURT in accordance with Article 107 of the Criminal Code of the Republic of Belarus , and identified a number of violations. of January 1, 2025, the total number of people in the Ivye Central District Hospital who have not completed compulsory treatment for alcoholism, ordered by the court using Article 107 of the Criminal Code, increased from 52 to 89 compared to 2023. At the same time, the number of those who underwent treatment during the year is insignificant (three people in 2023-2024).

Prosecutors established facts of improper dispensary observation in relation to this category of persons, their commission of new offenses and crimes during the treatment period, including in a state ofALCOHOL intoxication .

During the prosecutor's inspection, significant shortcomings were revealed in the organization of medical and social rehabilitation (adaptation) of persons suffering from alcoholism, including those who returned from LTP. The work of the interdepartmental working group on the prevention of drunkenness, alcoholism and drug addiction under the Ivyevsky District Executive Committee in this area is insufficient. Over the past two years, it has actually studied issues not related to the prevention of drunkenness and the treatment of persons suffering from alcohol addiction.

At the same time, the prosecutor's office revealed numerous cases of citizens evading dispensary observation, failing to follow the instructions of a narcologist, and failing to appear at a healthcare facility for a long time without a valid reason.

The employees of the Ivyevsky District Department of Internal Affairs violated the requirements of departmental legal acts when implementing preventive supervision and preventive observation in terms of untimely appeals to the court to impose on such persons the following obligations: to appear at a healthcare facility for compulsory treatment, to get a job. Failure to comply with these requirements often leads to the commission of new crimes. Not in all cases did the ROVD inform the narcologist about the need for further medical rehabilitation of persons who returned from the LTP.

The Deputy Prosecutor of the Grodno Region submitted a submission to the Chairman of the Ivyevsky District Executive Committee, in which he demanded that additional measures be taken to improve the quality and effectiveness of compulsory outpatient observation and treatment for persons suffering from alcoholism, and the timely execution of court decisions that applied the said compulsory security and treatment measures.

Issues of increasing the effectiveness of law enforcement agencies and state healthcare organizations in preventing crimes and offenses committed by persons in a state of alcoholic intoxication remain under constant control in the Prosecutor's Office of the Grodno Region.
