On February 16, 2024 , the Office of ROSSELKHOZNADZOR for the Omsk Region held a public discussion of the results of law enforcement practice for the 4th quarter of 2023, as well as current issues and tasks in the implementation of assigned powers.
Participants in the event via video conference were representatives of business entities, state authorities at the regional and federal levels, local governments, managers and specialists of organizations, representatives of the Public Council of the Rosselkhoznadzor Office, as well as the Omsk branch of the Federal State Budgetary Institution “Grain Quality Assessment Center”.
The event was opened by the HEAD of the Department, Oleg Podkorytov, proposing to discuss in an open dialogue the issues and problems faced by business representatives. The head noted that the supervisory authority and the business community are now united by common tasks, so the main thing in the department’s work is not to identify violations, but to eliminate them and prevent similar cases. Rosselkhoznadzor has significantly reduced administrative pressure on business ; the main emphasis in activities is on prevention and clarification of mandatory requirements.
Thus, in 2023, more than 36 thousand preventive measures were carried out for Omsk farmers, including 1000 preventive visits, a significant part of which were carried out at the request of the organizations themselves.
As for the inspections themselves, within the framework of the risk-based approach, the reputation of business entities, the transparency of their work in information systems, and the results of
laboratory control must be taken into account.
Oleg Podkorytov emphasized the growing volumes of exports of Omsk agricultural products. Under the supervision of specialists from the regional Rosselkhoznadzor, 960 thousand tons of food and feed cargo were shipped over the past year, of which 292 thousand tons were shipped to the People's Republic of CHINA.
For the first time , shipments of Omsk pine nuts and peas were exported to China , and there was an increase in the EXPORT of MEAT and meat products, dairy products, as well as feed and feed additives - by 55%. Another area that has been intensified recently is the elimination of landfills on agricultural lands.
The head of the Department drew the attention of listeners to a large number of changes in legislation and regulatory documents that require business entities to make serious adjustments to their usual work. The agricultural sector is now, without exaggeration, one of the most dynamic in the economy. For those who, for whatever reason, are not yet ready to work in the new realities, the department uses preventive measures. Thus, in 2023, more than 4 thousand warnings were issued to Omsk farmers. This measure is not a type of administrative punishment, but is intended to draw special attention to identified shortcomings and suggest how to improve the quality of their work.
Of course, in these conditions, the role of the explanatory work of the specialists of the Rosselkhoznadzor Office, and the level of openness of the department, one of the elements of which is the quarterly Public Discussions, has increased significantly.
Further, the heads of the supervisory departments, in their speeches, elaborated on the activities carried out by the Department for the Prevention of Violations of Mandatory Requirements of Legislation, analyzed the violations identified and told the participants of the Hearings about the new regulations governing the controlled areas of agricultural production.
Substantial speeches were supplemented by presentations reflecting an analysis of the law enforcement practice of the control agency and typical violations, as well as recommendations for their prevention.
During the public discussion of the results of law enforcement practice, Department employees answered questions asked by the event participants and received electronically.
Summing up the event, the head of the Rosselkhoznadzor Office for the Omsk Region, Oleg Podkorytov, thanked all participants for their activity and interest in the activities of the department, and noted that the department employees and Omsk farmers have a series of face-to-face meetings ahead.
