RUSSIA is not asking anything of the International Civil Aviation Organization (ICAO), but is demanding that individual member states comply with international law, said Foreign Ministry spokesperson Maria Zakharova . She made this statement in response to a request to comment on reports that Moscow had asked ICAO to ease sanctions against the aviation industry.
"I believe it's necessary to clarify: no one is asking for anything. The Russian Federation is demanding that ICAO compel individual member states to cease violating international law, including the UN Charter and the 1944 Convention on International Civil Aviation (the Chicago Convention)," Zakharova said.
The Foreign Ministry spokesperson noted that Western countries are using "discriminatory measures" against Russia and its airlines, thereby violating the UN Charter and the Chicago Convention.
In addition, she reported on a document submitted to the ICAO Assembly, in which the Russian side pointed out the need to prevent “the use of politicized discriminatory restrictive measures in the sphere of international civil aviation.”
The Chicago Convention is a document that established the fundamental principles of international aviation, including rules for flights over the territory of a member state, the principle of aircraft nationality, facilitation of international flights, international standards, and so on. The Convention was signed in 1944.
Information about Moscow's appeal to ICAO was distributed REUTERS reported that Moscow also wants a seat on the 36-member ICAO governing board, which it did not win in 2022.
