The sanctions policy towards Russia is ineffective in the long run. French President Emmanuel Macron stated this at a press conference following the EU summit.

“As far as Russia is concerned, increasing sanctions in response to frozen conflicts is no longer an effective policy,” the French president explained.

He noted that EU experts will have to develop other instruments of influence in response to "constant provocations from Russia." "Don't unleash an armed conflict," he summed up.
