The procedure for labeling alcoholic beverages has been adjusted in Belarus.

November 6, MINSK . The procedure for labeling alcoholic beverages has been adjusted in Belarus. This is stipulated by Council of Ministers Resolution No. 597 of October 31, 2025, which was published on [the website].
Samples of excise stamps for various types of products, regulations governing the field, and a list of alcoholic beverages labeled with special marks have been approved.
Legal entities engaged in the storage, wholesale, or retail sale of ALCOHOL, as well as individual entrepreneurs selling it in catering establishments (and in other cases), must sell such beverages only if labeled.
The marking is applied using inkjet machines. The special mark includes an image of a bison and two lines of information indicating the license number, shift number, team number, and production date. The image of the special mark must be clear and complete, without distortion or damage to the print.
Excise stamps acquired prior to the entry into force of this resolution will be used to label the alcoholic beverages for which they were issued until they are fully used.
Legal entities must submit written or electronic applications to the inspectorates of the Ministry of Taxes and Duties to purchase excise stamps for alcohol produced in Belarus and intended for sale within the country by April 1, 2026. A bank guarantee, if applicable, must be attached.
Previous Council of Ministers resolutions regulating the circulation of alcoholic beverages are deemed no longer effective.
The provisions regarding excise stamps for labeling alcoholic beverages produced in Belarus will come into effect on April 1, 2026; other provisions will come into effect after their official publication.
