
The government plans to cancel the requirement for Russian scientists to publish in foreign publications, RBC was told in the office of Deputy Prime Minister Dmitry Chernyshenko.
“The government plans to cancel the requirement for publications in foreign scientific journals included in the Web of Science and/or Scopus citation systems when fulfilling federal projects and programs, as well as state assignments for scientific research,” the Deputy Prime Minister said in the message.
In this regard, Chernyshenko has already instructed the Ministry of Science and Higher Education to introduce its own system for evaluating the effectiveness of scientific research.

In October 2021, the HSE Institute for Statistical Studies and Economics of Knowledge (ISSEK) published the results of an analysis of the scale of employment in Russian science over the past ten years. According to the study, the number of Russian specialists engaged in research and development has decreased by 28.2 thousand to 346.5 thousand people since 2011: for full-time staff, the reduction was 7.6%, and for part-time employees - 34%.
