By mid-October, eight regions remained that did not introduce or announce mandatory vaccination for certain groups of citizens.

Moscow was the first to introduce mandatory vaccination in the summer. Employers in a number of areas were required to vaccinate at least 60% of their employees with the first dose (or single-dose vaccine) by July 15, and the second dose by August 15. On the same day, similar measures were announced in the Moscow region. By July 17, the capital's mayor, Sergei Sobyanin, said that Moscow's employers had completed the task. By the beginning of August, more than half of the regions introduced mandatory vaccination of certain groups of citizens. Regional lists of areas whose employees must be vaccinated are similar - the requirement applies to professions that involve working with people.

In 21 regions, the majority of citizens of certain categories were required to be vaccinated before mid-late August, in 18 subjects, the vaccination period for the second component expired in September. In autumn, with a record rise in the incidence of mandatory vaccination, new regions began to introduce, and some expanded the requirements.
