The last week of October turned out to be full of business trips for journalists from the presidential pool. On Tuesday, the HEAD of state visited Lida on a working trip, where the fight against CORONAVIRUS was discussed at the regional hospital, on Friday he visited the new cardboard production in Dobrush, and on Saturday he got acquainted with the innovative economy in the Orsha district. Let’s take a look back at the highlights of these trips.
PART I. LIDAThe head of state is reported daily on the epidemic situation in the country and measures to combat covid-19 . But a couple of weeks ago, the President decided to revise these issues. First, he held a large-scale meeting, and then visited several HEALTH facilities. One of them was the Lida Central District Hospital.
About planned medical care
ALEXANDER LUKASHENKO inquired about the overall situation in the Grodno region and got acquainted with the procedure for providing medical care to patients with COVID-19 in the repurposed departments of the Lida hospital.
"We took the maximum incidence during the first wave. The region today is far from that maximum level: 80% so far. The only region. MINSK is about 101%, that is, slightly above that level," the head of state explained to journalists and showed them the appropriate schedule.The President once again demanded from doctors not to postpone planned medical care. Indeed, for some patients, this may carry an even greater risk than the coronavirus itself. In addition, if we stop accepting patients with any disease now, then after the pandemic, healthcare facilities will be overwhelmed with these patients. “If the covid is gone, and this postponed oncology has poured in to us? Again, we will have 500 people in the queue for oncological operations, again there will be a collapse,” Alexander Lukashenko gave an example. “Therefore, treatment of other diseases should not be stopped, in any case.”
About masks and vaccinations
The head of state did not bypass the topic of using personal protective equipment. He has already expressed his opinion more than once, but there are always people who want to accuse the President of covid dissidence. Alexander Lukashenko drew attention to the fact that he never opposed the wearing of masks, and moreover, at the beginning of the pandemic, he strictly controlled the organization of the production of protective equipment in Belarus and agreed with foreign partners on cooperation in this area.
But, according to the head of state, only doctors have a culture of using protective equipment, and citizens, as a rule, do not follow all precautions and recommendations when wearing masks, so their use in this way is ineffective.
"I would be happy if people who are at risk (health, social, trade, household, transport, culture, sports, and so on) also wear masks indoors. But the mask is their business. Here we are all the more they shouldn't insist. It's necessary - people will put it on," the Belarusian leader is convinced. "My ironclad demand is not to force anyone."The President adheres to the same principle regarding vaccination: vaccination saves from the disease or makes it easier to endure the infection, but it is superfluous to force citizens to get vaccinated. “You proved in practice: if you get vaccinated, you get sick less, and if you get sick, you will live, we will cure it. Therefore, you need to get vaccinated. Therefore, the decision to make your own vaccine was a good decision. inject the vaccine. I am against violence," Alexander Lukashenko said.
On Cautious Optimism
At the hospital, the head of state has traditionally visited the red zone, where patients with COVID-19 are being treated. He personally cheered up the people who were there, talked with the medical staff.
Employees of the Lida Central District Hospital first of all asked the President what he meant by the phrase "the situation causes cautious optimism." Alexander Lukashenko explained that the country has seen a decrease in the incidence of COVID-19 and provided statistical data.
“Of course, they didn’t take God by the beard. But this causes cautious optimism. And this is not the first week,” the head of state noted. “We did not just stop at this plateau, on this mountain, but slipped by 2-4% over the week.”On the supply of electricity to Lithuania and Ukraine
Physicians were worried not only about professional issues, but also personal ones (for example, the provision of rental apartments), and some - political ones. The President was asked to comment on where the need now arose.
“This is how times are turning. Fortunately, in our favor. But we don’t want to receive any dividends on this,” Alexander Lukashenko said. “Of course, we could close tomorrow and not supply this electricity to Lithuania - let them buy it in the European Union "10 times more expensive. But I feel sorry for the people. These are our neighbors. Yesterday they lived in the same country. Take Ukraine. Our people have always been there, and now. They are in such a difficult, distressed situation."
The head of state stressed that Belarus is always ready to help its neighbors. To do otherwise, according to him, would be vile, no matter what policy they pursue towards Belarus.
“It’s a pity for the people. Therefore, when the prime minister recently reported to me that they were asking for electricity, I said: well, what to do, people need to be helped. That’s all. for leadership - it is controlled from the outside. Today they are sitting under the hood of the Americans. If they print some dollars, they give them, they live. If they don't give it, it's a disaster. Well, are we going to aggravate this situation? Listen, the Lord will not forgive ", - said the Belarusian leader.
PART II. DOBRUSHAlexander Lukashenko has been going to Dobrush for a long time. In June, the production of cardboard was finally launched, and the President wanted to visit the enterprise, the saga with the construction of which lasted more than one year.
About wood processing
At the factory, Alexander Lukashenko paid special attention to. Currently, certain types of wood are not involved or are not sufficiently involved in processing. Even taking into account the new production, it is not possible to process all the wood in the country.
Simple numbers: 3 million cubic meters of timber stood in the forests. The Dobrush factory will process only half a million. It is necessary to put the rest of the wood somewhere, in addition, by this time more birch and aspen will grow up. “We need to create additional capacities in order to snatch what could be lost from the forest,” the President emphasized. “The question arose of what we would do next. In the near future, the government will report to me how we will deepen the new enterprises. There are also foreigners who are ready to come to us. That is, there will be woodworking."
In this regard, the creation of new production facilities is being discussed, for example, bleached chemical-thermomechanical mass at the Mogilevkhimvolokno site. This is actually a semi-finished product for the production of cardboard in Dobrush. According to Deputy Prime Minister Yury Nazarov, such an enterprise could cost $200-250 million. Negotiations are underway with the investor. Alexander Lukashenko instructed to work out the question of whether it is possible to create this enterprise at the expense of state funds and with the help of domestic specialists.
About the new cardboard production
As for the new cardboard production in Dobrush, this is a unique enterprise. It has been operating for only a few months, and positive financial indicators have already been achieved. In January-September, the volume of production (in actual prices) increased by 2 times compared to the same period last year, the return on sales amounted to 5.5%.
The appearance in Belarus of its own production of cellulose made it possible to satisfy the need for raw materials of the concern's enterprises and other processors that produce paper, cardboard and packaging from them.
Alexander Lukashenko got acquainted with the principles of operation of the main technological equipment for the production of cardboard. Then the head of state met with the factory staff.
“The epic with the construction of this unique enterprise is over. Probably, this is to some extent a science for us. We have learned a lot here: how to build and control builders. But I am pleased that we have completed this construction,” Aleksandr Lukashenko said.About independence and skillful Belarusians
The head of state recalled that the construction of a new production facility in Dobrush. After problems with a foreign contractor in Belarus, they decided to complete the creation of a new production facility on their own and with resources. Initially, there were doubts whether domestic specialists would cope with the tasks, because in some areas they did not have enough experience. But in the end, all the work was done.
"when we are sovereign, independent, when we understand what we are doing for ourselves and our people," Alexander Lukashenko said. "You did for your children. Because even now the situation is such that your children are there, even in Gomel and in Minsk, no one needs it: there is competition, and it will grow. Therefore, take care of this production so that our children come here and can work."
About competition and the main task
The President also called on the employees of the enterprise to take a deeper look at the situation and the situation that is developing around the country, to analyze the information. "We simply will not. They will simply not leave us alone. And one of the reasons is production. Nobody needs us as competitors, and everyone who has such productions will strangle us," he said.
The head of state also cited the machine-building industry as an example: Belarus competes with many Western countries in this area, which is why they want to oust Belarusian enterprises from the markets. The same BELAZ occupies 30% of the world market. Therefore, the sanctions were introduced against this enterprise for a reason, Alexander Lukashenko noted.
“And the better it is for us, the more this roll from the outside will be,” the President emphasized. “Everything is far from simple. And we must contrive, get out and survive. you were on your knees."
About school exams
As in Lida, the employees of the enterprise were also interested in everyday problems. Therefore, they asked the head of state whether school exams would still be combined with centralized testing.
"In the near future, I will make final decisions. We recently met and discussed this problem. I had a number of questions. I asked the Ministry of Education, the Presidential Administration in the government to finalize the draft decree on admission to universities, and so on. And in general, the education system needs to be improved ", Alexander Lukashenko stressed.
He said that it is planned to combine school exams in two subjects with the CT. "From 2023, we will have two, in my opinion, exams combined - school and CT. Yes, we will combine some exams," the President confirmed. "That is, we want to relieve the burden on children a little."
About property tax
The factory workers were also interested in the possible introduction of a tax for apartment owners. The head of state replied that the issue is currently being considered by the government.
“In the countryside, we also pay taxes on land, real estate, and so on. But the city somehow remained on the sidelines. This issue was also discussed. "These questions were not raised. We do not set ourselves the goal of increasing taxes. They are already high here. We do not have oil and gas. Therefore, the tax base and taxes are decent. The question always arises of how to reduce them. Therefore, I do not think that it will be some big taxes, if there are any at all. But such a question is being considered."
PART III. MOUTHSaturday's trip of the head of state to the Orsha region was devoted to agriculture. And, as in the situation with Dobrush, it also has its own backstory.
About the sample for the whole Belarus
In 2015, the President instructed to transfer the lagging behind to the National Academy of Sciences. In the Soviet years, the economy was one of the most advanced, but over time it fell into disrepair. Now the company is getting on its feet, the figures are growing every year.
“That is, this is a model not only for Sherstnev (Governor of the Vitebsk region Nikolai Sherstnev. - Approx. BelTA), but in general for Belarus,” Alexander Lukashenko concluded.The construction of a new dairy complex took Br34 million. It was put into operation at the end of last year. The premises of the ITC are designed for 1 thousand dairy and 200 dry cows. For milking the main herd, a robotic installation is used here. A special mechanism automatically drives the cow to the milking parlour. She enters a free place for milking, the computer remembers the structural features of the udder of each. The equipment does udder massage, processing, milking of the first streams, sorts the MILK into separate tankers.
Now the National Academy of Sciences is thinking about another such dairy complex, but the support of the state is needed.
About the dissemination of experience
Alexander Lukashenko got acquainted with the work of the MTC "Ustensky" on breeding red Danish cattle and the use of innovative milking equipment. The President took a detailed interest in the conditions of keeping animals, the peculiarities of caring for cows and calves.
Finishing to inspect the farm, the head of state said: the construction of an additional dairy complex, which scientists are asking for, almost no longer requires discussion. There will be another such farm, he noted.
According to the President, this experience should be extended to the Kupalovskoye holding in Shklov. Perhaps they will also decide to build a dairy complex following the example of Ustensky. The issue will be worked out.
"Such complexes should be built in every region," the Belarusian leader said. "This experience should be disseminated."On the form of ownership and results of work
Analyzing the experience of the National Academy of Sciences, the President concluded that the results of enterprises . “Before we cut the agricultural land into pieces and give it to farmers for privatization, we should try it ourselves,” Alexander Lukashenko said.
The head of state cited the work of the Ustye enterprise as an example. "They did everything. It's not that there's nothing to complain about, but with our funding, they sorted it out in principle," the President noted.
Alexander Lukashenko noted that a private trader can simply lure good specialists from state-owned enterprises, and they will help him improve his performance. "Especially in industry. Have private traders taken God by the beard? No," the head of state emphasized. "Where there is order, discipline, technology, there will be results. against this one. But one must approach fairly before cutting the earth into pieces and distributing it to someone."
