Senators announced the need for state support for manufacturers of veterinary drugs

State support will allow increasing the production of domestic veterinary drugs in Russia. But in order to provide it, it is necessary to improve the current legislation in the field of drug circulation. These issues were discussed at a round table in the Federation Council.

The meeting was chaired by Sergei Mitin, First Deputy Chairman of the Federation Council Committee on Agrarian Food Policy and Environmental Management.

“Together with the Ministry of Industry and Trade of the Russian Federation and industry associations and unions, it was recommended to work out the issue of the need to improve legislation in the field of circulation of medicines in order to ensure the possibility of applying state support measures for manufacturers of medicines for veterinary use,” the statement said on the website of the Federation Council on results of the round table.

The problem is that manufacturers of veterinary drugs do not belong to agricultural producers and therefore cannot receive state support from the Ministry of Agriculture. This was previously reported by Veterinary and Life at the National Veterinary Association.

“The analysis showed that, being at the intersection of medicine, agriculture, industrial production, the industry is actually regulated and supported on a residual basis. The lack of targeted actions leads to an increase in the dependence of domestic animal husbandry on foreign suppliers,” Sergey Mitin said during the round table.

State support will help increase the production of domestic medicines for animals. And the issue of import substitution is relevant in the context of sanctions, the senator noted.

Russian manufacturers of veterinary drugs are ready to replace 100% of pharmaceutical and up to 40% of immunobiological veterinary drugs on the domestic market. But to do this, they need subsidies for the purchase of raw materials and “license holidays” to bring new production sites into operation faster. Manufacturers also ask for preferential conditions for the import of pharmaceutical substances and an accelerated procedure for state registration of drugs. The National Veterinary Association sent such proposals to the Ministry of Agriculture.

Sergey Mitin stressed that the quality of domestically produced veterinary drugs, according to the industry community, is not inferior to world standards and has a high export potential. Now Russian products are exported to 40 countries in the amount of about 28-30 million dollars a year.

The total volume of the Russian market of veterinary drugs is estimated at 55-56 billion rubles a year. At the same time, the share of productive animals in the agro-industrial complex accounts for approximately 65% ​​of veterinary drugs (35-36 billion rubles), for pets - 35% (19-20 billion rubles).

According to analysts' forecasts, in Russia, if the plans for the development of animal husbandry are fulfilled and the growth rate of the livestock population is maintained, by 2030 the volume of the market for veterinary drugs may reach 80–82 billion rubles.
