HEAD of the department for coordination of activities in the field of handling secondary material resources of the State Enterprise "Secondary Material Resources Operator" told why the fee was raised and what manufacturers and consumers should do to pay less.
The novelty is spelled out in the decree of the Council of Ministers, which is submitted for public discussion on the National Legal Internet Portal. If the document is adopted in this form, the fee for the organization of collection of plastic packaging and dishes for manufacturers and suppliers will grow twice - from 180 rubles to 360. A business that produces or uses plastic packaging agrees that
it must be collected and recycled at a certain cost. However, he has questions about the validity of the amounts.
- What are the prerequisites for doubling the fee, rather than, say, increasing it by 5% or 50%? What is the reason for this increase? There must be a clear economic justification," says Dmitry Neverovich, General

- Resolution of the Council of Ministers No. 313 provides for the obligation of producers and importers of certain goods and packaging to participate in their collection. There are two ways to fulfill this participation. The first one is to create a system of collection, the second one is to deposit money to the account of the operator who will be engaged in this process, i.e. to finance the general system of collection, - says Anatoly Shagun. - The operator spends 50-60% of the amount to compensate for the cost of collecting employees. The rest is spent on containers, garbage trucks, lines, presses, collection points and so on. In other words, it is spent on the development of the collection and processing system.
The head of the department notes that we have quite an interesting situation with the collection of packaging. The majority of plastic packaging producers have not made any efforts to create their own collection system during 5 years of existence of the decree.
- I mean, what's the point of the decree? In the expansion of producers' responsibility. We need to collect more plastic. But manufacturers have chosen the way to pay off. It is easier for them to pay than to organize their own training camp. And why? Because 180 rubles is the amount that is much lower than the actual cost of collecting this package. It is cheaper and more convenient for them to pay. Therefore, the fee for plastic collection will grow in order to encourage them to develop the collection system," says Anatoly Shagun.
As an example of the fact that the increase in fees is an effective measure, the head of the department cited the example of manufacturers of glass containers.
- Many of them have created their own glass collection system. Because they need to pay 270 rubles per tonne. And that is why the indicator for its collection today is 60-70%, and for plastics - 30%. And if we talk about PET bottles, it is even less, - quotes Anatoly Shagun. - By the way, if we compare our fee for the collection of plastic packaging with the amount charged in the EU countries, our 180 rubles is several times lower than there.
He also notes that twice as much material is used for the production of the Belarusian plastic packaging as for the foreign one. [ADD-X]
- Compare our bottle with the Spanish one. Their packaging is twice as thin and light. Because the manufacturer does not want to incur additional high costs. Our producers do not think about it yet, because the fee is low for them," says Anatoli Shagun.
"All of the manufacturer's costs are included in the price of the goods.

That is, in other words, the increase in the fee will result in a small, but higher prices for goods in plastic on the shelves of stores - we will have to pay more.
- This is so everywhere with all the waste - in Europe, all over the world," explains Anatoly Shagun. - All the costs of the manufacturer are included in the price of the goods. If the fee is substantial, consumers are beginning to think about how to reduce the amount of this fee, that is, to reduce the amount of packaging consumed. It is necessary to raise the fee for plastic, and for glass to reduce and thereby stimulate the use of glass packaging. But this process is a step-by-step one, it is impossible to raise the board by 10 times at once. People should be prepared for this.
