
At a meeting of the regional government chaired by Perm Krai Governor Dmitry Makhonin, the implementation of the "Comprehensive Development of Rural Areas" (CDRA) state program was discussed.
Dmitry Makhonin noted that in 2022, over 440 million rubles were allocated from the federal budget in the Perm region as part of this program's "Modern Appearance of Rural Areas" program. The funds were used for the construction of social facilities, landscaping, and upgrading utility infrastructure. "This program is extremely important because it is often the only source of funding for rural development. Furthermore, we are open about our ambitious plans for the development of agriculture and the agricultural sector," the governor emphasized.
In 2023, with the assistance of the Perm Krai Ministry of Agrarian Policy, the Bardym Okrug submitted the best application in the country for funding under the CDRA state program. Following the competitive selection process, the municipality took first place in the country, scoring the highest number of points.
Perm Krai Minister of Agriculture Pavel Noskov noted that the state program "Rural Development Program" encompasses several areas, including a key one related to improving housing conditions in rural areas. This program includes providing social benefits for improving housing conditions, constructing housing for subsequent transfer to social housing, and landscaping, as well as implementing the federal rural mortgage program. In Perm Krai, 253 people received a preferential loan
to improve their housing conditions this year . Under the "Rural Development Program," 112 projects have been implemented across all districts of the Perm region, including sidewalk lighting, playground improvements, and other projects. In 2022, there were only 67 such projects. To promote employment in rural areas, measures are being taken to subsidize agricultural producers' costs for providing training and internship opportunities for students. A total of 583 people received this state support measure in 2023. As part of the comprehensive project in the Yusvinsky District, the water supply system is being modernized, including the construction of a water pipeline in the village of Maikor and a wastewater treatment plant in Yusva. In Bardymsky District, three gas pipelines have already been built, providing gas to 890 homes. Construction is underway on a universal public communications center in the village of Krasnoyar-1, featuring a 200-seat auditorium and an indoor skating rink with artificial ice—the "Barda Ice Arena."
Thanks to the winning bid, a public communications center will be established in Barda as part of the 2024-2025 project, along with plans to reconstruct wastewater treatment facilities and build an interschool stadium. Furthermore, residents of Barda will receive important infrastructure facilities, the construction of which will be completed next year, 2024 : an indoor ice rink, a public communications center in the village of Krasnoyarsk-1, and a high-speed fiber-optic internet line. The total funding raised through the competition is approximately 460 million rubles. As Pavel Noskov noted, work
is already underway to prepare the bidding campaign for the KRST program for next year. "We will build on Barda's experience to bring municipal applications up to a comparable level," he concluded. Khalil Alapanov, HEAD of the Bardym District, said that the municipality has been participating in the state program since 2020. During this period, 32 district residents received loans for the construction and purchase of housing at a preferential interest rate, a total of 26 sports grounds were built, a fountain was installed in the district center park, the facades of ten administrative buildings and two educational institutions were refurbished, and two kilometers of roads were repaired. In 2022, the Bardym District passed the competitive selection process, scoring 919 points out of a possible 1,027, taking fourth place in the Volga Federal District and Russian Federation rankings. This year, thanks to the coordinated work of the district administration and the Ministry of Agriculture of the Perm Krai, the district scored 943 points out of a maximum of 968, taking first place in the federal ranking. "The main increase in points was achieved, in particular, due to the creation of additional jobs and the attraction of extra-budgetary funds," concluded Khalil Alapanov. The head of the Perm Krai instructed the regional Ministry of Agriculture and the municipal administration to share the successful experience of the Bardy District with other territories in the region. He also emphasized that Perm Krai enterprises are ready to invest in the region's development and create new jobs.
