New Grain Monitoring System Coming Soon

The new Federal State Information System for the traceability of grain and products of its processing will start operating in 2022: from July 1 - in a test mode, and from September 1, registration and submission of information to the FSIS "Grain" will be mandatory. The system operator was approved by the Federal State Budgetary Institution "Center for Agroanalytics". In the Chelyabinsk region, the My Business Center of the Ministry of Economic Development of the region will provide comprehensive support to grain market participants.

The new system was created to ensure transparency of the grain market, facilitate quality control of the final product and reduce the number of inspections of producers. The system will include information about producers, owners, carriers of grain, storage enterprises, information about batches of grain and products of its processing, consumer properties of grain, etc. Thus, state monitoring will control the volume and quality of grain from the field to the consumer.

As Elena Azarova, HEAD of the My Business regional competence center, noted, a demo version of the system will start operating from January next year. From July 1, 2022, it will work in test mode, grain market participants can voluntarily register in it. From September 1, 2022, by the harvesting period, companies involved in the production, storage, transportation, sale of grain and its products are required to register with the FSIS "Grain" and enter data into it. It will be possible to sell grain in RUSSIA, EXPORT or import only after registration in this system. It is planned that from January 1, 2023, in this FSIS, in test mode, information will appear on grain processing products (rice, FLOUR, cereals, starch, breakfast cereals, etc.),

Information about the upcoming launch of the grain traceability system was brought to the heads of agricultural enterprises and regional agricultural authorities at a meeting in the Ministry of Agriculture of the Chelyabinsk Region. At the preparatory stage, agricultural producers need to obtain an electronic signature from the inspectorate of the Federal Tax Service and register their enterprise on the State Services portal.

Competence Center "My Business" will issue a free token for electronic digital signature, will conduct training on registration in the program, and in the future - on how to work in it (in the format of a webinar or face-to-face at the request of the districts of the region).
