Bloomberg learned that Russia sent LNG to China despite sanctions.

Russia has shipped a shipment of liquefied natural gas to China from a sanctioned LNG terminal, Bloomberg and Reuters report, citing ship tracking data and information from the London Stock Exchange Group (LSEG) network.

This is the first known shipment to China since the US imposed restrictions on the plant, the agencies note. The terminal was placed on the US Treasury Department's Office of Foreign Assets Control (OFAC) sanctions list in January.

At the end of August, Novatek's Arctic LNG 2, which is also subject to US sanctions, began supplying fuel to Beihai, Reuters reported. Citing sources, the agency reported that the company had reduced prices for its liquefied natural gas to China by 30-40%.

According to Bloomberg, total Russian LNG exports to China, including supplies from plants not subject to sanctions, increased by approximately 14% from September to November 2025 compared to the same period last year. Beijing, which does not recognize unilateral sanctions, has increased its purchases of Russian fuel in recent months, strengthening energy ties between the two countries, the agency notes.

In October, Energy Minister Sergei Tsivilev announced that Russia intends to increase liquefied natural gas exports to China, with the Arctic LNG 2 and Sakhalin-2 plants expected to be the main suppliers. Russian authorities consider the sanctions illegal.
