
New workers are offered government support programs that will help them purchase housing and improve their skills.
Human resources were the main focus of the meeting of the Supreme Economic Council of Chuvashia, chaired by Oleg Nikolaev, the head of the region. The meeting noted that the unemployment rate in Chuvashia is at a historic low, which is reducing the available labor force.
Specifically, there are 415 vacancies in the republic's agricultural organizations. Among the specialists most in demand are agronomists (20 vacancies), veterinarians (20), livestock specialists (24), and engineers (28).
Government support programs are available for potential workers, such as housing acquisition. The first mechanism is social tenancy. This program allows agricultural workers to have a house built. The state provides 80% of the construction costs, while the municipality and employer contribute the remaining 20%. After five years of employment with an agricultural organization, employees can purchase their home for 10% of the purchase price; after 10 years, for 1%.
The second mechanism is rural mortgages. Chuvashia has created unique terms for this program: instead of 3% per annum, agricultural workers are provided a loan at 0.5%. The regional budget compensates for the difference.
Furthermore, numerous opportunities for professional development have been created. Under the state program "Integrated Development of Rural Areas," agricultural producers are reimbursed 90% of the costs of targeted training for employees in agricultural educational institutions.
The Ministry of Agriculture of Chuvashia continues to build a system for training new agricultural workers based on the "kindergarten-school-technical school-university" principle. Thus, at the initiative of Deputy Prime Minister and Minister of Agriculture of Chuvashia Sergei Artamonov, each preschool institution in Chuvashia is assigned to a farmer, agriculturalist, or processor. Mentors conduct tours for kindergarteners, introduce them to agriculture, and, if desired, set up agricultural laboratories.
Currently, 111 agricultural laboratories are open in Chuvashia, serving 5,000 children—more than half of the number of children in rural kindergartens and preschool groups.
To foster youth interest in the agricultural sector, agricultural classes are operating in the republic's municipal districts. 443 students are enrolled in them.
Training for agro-industrial organizations is also conducted at five technical schools: in the Vurnarsky, Tsivilsky, Batyrevsky, Yadrinsky, and Mariinsky-Posadsky districts. A total of 2,816 students are enrolled in these schools.
Following the meeting, Oleg Nikolaev, Head of Chuvashia, stated: " Work is currently underway on a special national project, 'Personnel.' Our goal is to digitalize all decisions as much as possible and support them through platform solutions, so that we can instantly and effectively develop verified and effective solutions online ."
