Public discussion of bills and other documents on the regulation.gov.ru website can greatly affect their prospects, experts from the Center for Advanced Management Decisions (CPUR) found out. The more often citizens vote against the bill or comment on it, the more likely it is that the Ministry of Economic Development will give a negative opinion on this document, the experts concluded.

The conclusion of the Ministry of Economic Development is a key stage in the procedure for assessing the regulatory impact, which is mandatory if the project affects business and investment activities. Documents that have received negative opinions are most often withdrawn by developers. At the same time, a small number of comments on reguletion.gov.ru is considered the norm - more than half of the documents do not receive them at all. The Ministry of Economic Development told RBC that the number of reviews and votes on the regulation.gov.ru portal does not in itself serve as a determining factor, and projects that "significantly" affect the lives of entrepreneurs and citizens in general become the most resonant. These documents are more likely to receive negative reviews from the agency, as they often "contain redundant requirements that generate costs for the business."
