How the Recruitment Grant Program Works Now
The recruitment subsidy has been in effect since March 2021. You can receive payments under the following conditions:
the company employed an unemployed person who lost his job during the pandemic; the company employed an employee under the age of 30 who finds it difficult to find a job without the help of the state: a recent graduate, a person without professional education, a young mother, a citizen with a disability, an orphan, released from prison, who is or was registered with the Commission on Juvenile Affairs, etc. .The amount of subsidies to the employer is equal to three minimum wages, increased by the district coefficient, the amount of insurance premiums for such workers and the number of employed. The payment of the subsidy takes place in three stages - after the employee has worked for one, four and seven months.
To receive state support, the employer needs to contact the employment center to select specialists for existing vacancies. After that, you need to apply to the FSS, which deals with the distribution and payment of subsidies.
How many workers can qualify for the program
“During the peak of tension in the labor market due to covid, about 1.2 million people were at risk of being fired. A similar forecast is possible this year due to external sanctions, geopolitical and economic pressure from unfriendly countries, ”the accompanying materials of the Ministry of Labor to the draft resolution say. According to the department, 5% of the indicated number, that is, 60 thousand people, may need assistance in finding employment. Subsidies will reduce social tension among them and ensure a seamless continuation of labor activity, the department believes.
The number of refugees from Ukraine, the DPR and LPR who may need such support is estimated by the ministry at about 15,000, bringing the total number of program participants to 75,000. The Ministry of Labor noted that twice a week they receive information from regional employment services on the number of refugees who have arrived and it is constantly growing.
“These categories of citizens are socially unprotected, have no income and housing. However, most of them are of working age and need support. Assistance to employers in the employment of persons in this category will create conditions for their consolidation in Russia, ”the Ministry of Labor said.
Given their distribution by region and the fact that many citizens arrive with children, their successful employment will affect population growth in regions with an unfavorable demographic situation, follows from the accompanying materials to the draft resolution.
The implementation of the initiative will not require additional costs, the Ministry of Labor believes. Payments to the new categories will require 4.5 billion rubles, which will be within the limits of 7 billion rubles planned for 2022 for the implementation of the program, the documents say.
