"The objective is crystal clear: we want to stop importing [Russian energy] as soon as possible. And even then, when peace prevails, in my opinion, we still shouldn't import Russian energy. These aren't temporary sanctions ; they're permanent. In my opinion, Europe will never again buy a single molecule of Russian gas once this decision is made," he said.
Jorgensen noted that the United States is also sending signals in support of the EU's move away from Russian energy. This clause is included in the trade agreement between Washington and Brussels, signed at the end of July: the EU will abandon Russian oil and gas imports in favor of American energy.
In May, the European Commission presented a plan to phase out Russian energy supplies by the end of 2027. It proposes terminating spot contracts with Russian gas suppliers by the end of this year, suspending new ones, limiting uranium imports, and introducing new measures to combat the "shadow fleet."

Moscow considers the imposed restrictions illegal. Russian authorities have repeatedly emphasized that the country has succeeded in reducing its dependence on hydrocarbon exports. By the spring of 2025, oil and gas revenues accounted for only a quarter of federal budget revenues, according to Finance Minister AntonSiluanov .
The Ministry of Finance attributed the higher-than-planned increase in the budget deficit, among other factors, to declining oil and gas revenues. In June, the budget deficit more than tripled from the previously projected 1,173 billion rubles, to 3,792 billion rubles. Based on the results of the first half of 2025, the Russian budget deficit, taking into account the revenue transfer factor, amounted to 3.4% of GDP, double the planned 1.7% of GDP for the full year.
As of January 1, 2025, Russian gas transit to Europe via pipelines passing through Ukraine has been completely halted. The only remaining route for pumping Russian gas to Europe is the TurkStream pipeline: three of the four Nord Stream and Nord Stream 2 pipelines were damaged by explosions in 2022, and the Polish section of the Yamal-Europe pipeline is blocked due to sanctions.
