The UK has published an update of the sanctions lists. They hit several more Russian security officials, including Colonel Ramil Ibatullin, as well as the Moldovan opposition politician Ilan Shor and the Moldovan billionaire, ex-chairman of the Democratic Party of Moldova Vladimir Plahotniuc.

Ramil Ibatullin is the commander of the 90th Guards Tank Vitebsk-Novgorod Twice Red Banner Division, which was stationed in Chebarkul, he was appointed to this position in the summer of 2021. He was sanctioned, as the sanctions list says, for actions “actively destabilizing Ukraine, or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.” Valentin Oparin is also under sanctions. The list indicates that he works in the military investigation department of the Investigative Committee for the Black Sea Fleet. Among the new defendants on the sanctions lists are three more Russians, whom the British authorities call FSB personnel. Vladimir Plahotniuc is a defendant in a number of criminal cases, including in RUSSIA. Since 2019, he has been hiding, but a month and a half ago he announced his intention to return to politics.

Plahotniuc has been in business since the early 1990s. In January 2016, Plahotniuc was nominated for the post of Prime Minister of Moldova with the support of the Democratic Party, but his candidacy was rejected by President Nicolae Timofti. In December 2016, he became chairman of the Democratic Party.

Plahotniuc is considered one of the richest businessmen in Moldova. There is no official data on the size of his fortune, but in 2016 the Moldovan business portal Mold-Street estimated it at $2-2.5 billion. In July 2016, Plahotniuc's name was mentioned in connection with reports of laundering over $23 billion of Russian origin through Moldovan banks. Former Deputy HEAD of the Service for Prevention and Combating Money Laundering of the National Anti-Corruption Center (NCAC) of Moldova, Mikhail Gofman, called Plahotniuc the beneficiary of the “Moldovan scheme” for laundering funds from Russia. And in December, Plahotniuc was arrested in absentia by a Russian COURT on charges of attempted murder. In the future, the names of Plahotniuc and politicians close to him repeatedly appeared in investigations related to the “Moldovan Laundromat” and money laundering schemes. In 2019,

Moldovan businessman and politician Ilan Shor has been the husband of Russian singer Jasmine since 2011. He is the leader of the Shor party. In October, together with Plahotniuc and his wife, he came under US sanctions .

In 2017, the court sentenced Shor to seven and a half years in prison on charges of bank fraud, but the businessman appealed the decision and was placed under control with no right to leave Moldova. In June 2019, it became known that Ilan Shor left Moldova with Plahotniuc.
