The ban on Russians entering the EU with their cars, smartphones and shampoos is “complete chaos,” but RUSSIA cannot really influence the decision of Europeans. Acting head of the Federal Customs Service Ruslan Davydov told RBC about this on the sidelines of the EEF.
Previously, the EC clarified the interpretation of the sanctions legislation in relation to Russia, according to which entry into the EU countries in passenger cars registered in Russia is regarded as prohibited import . The same category also includes personal items such as smartphones, laptops, toilet paper , shampoos, toothpastes and more.
“The stupidity of the Europeans and, in general, complete chaos, what they are doing. You see, these are goods for personal use. They decided to ban trade. Therefore, from the point of view of normal customs logic, their decisions are absolutely illegal,” said Davydov, commenting on the interpretation of sanctions from the EC.
In response to a question about possible solutions to the situation, he recalled that EU countries have frozen customs cooperation with Russia, which they have officially notified. “Therefore, the way they manage the basic principles of customs clearance on their territory can only cause regret and misunderstanding, and we cannot influence them, at least not with the help of customs,” noted the acting head of the Federal Customs Service.
Speaking about possible retaliatory actions, Davydov expressed the hope that Russia “will not create such chaos,” since “we are civilized people, unlike them.”

The EC's clarification on sanctions legislation against Russia states that, regardless of whether a vehicle is used for private or commercial purposes, it can be seized if it falls within the customs codes listed in Annex XXI (including code 8703 - passenger cars and vehicles accommodating less than ten people).
The EC refers to EU Council Regulation No. 833/2014 of July 31, 2014 “On restrictive measures in connection with the actions of Russia.” Art. 3i of the regulation provides for “a ban on the sale and import into the territory of EU countries of a number of goods (cargo), including cars (Annex XXI, code 8703).”
The European Commission also clarified that Russian citizens crossing the EU border are not allowed to bring with them personal items listed in Annex XXI. These include mobile phones, laptops, suitcases, cosmetics, leather and fur products, semi-precious stones, toilet paper, shampoos, toothpastes, cameras. EU customs authorities may not miss all this.
In a comment to RBC, a representative of the European Commission repeated that the import into EU countries of goods listed in Appendix XXI is prohibited if they are of Russian origin or exported from Russia. At the same time, he clarified that each EU country decides for itself how to implement sanctions , that is, the explanation of the European Commission is not legally binding.
