Earlier, the G7 countries (USA, UK, Germany, France, CANADA, Italy and Japan), as well as the European Union, Australia, Norway and Switzerland, introduced a price ceiling for Russian oil at $60 per barrel. The restriction came into force on December 5, which implies the inability to insure, finance and provide ships for the transport of Russian oil, except in cases where the cost of supplies is below the established limit. The purpose of the sanctions was called the reduction of Russia's income and its ability to finance a military operation in Ukraine.
Supplies of oil and oil products from Russia to the G7 countries and the EU in 2021 amounted to 214.7 million tons for a total of $109.5 billion. This is 68–70% of the total EXPORT of these goods to the world market. In general, last year crude oil and petroleum products accounted for 37% of total Russian merchandise exports, according to data from the Federal Customs Service.
The Russian authorities emphasized that they would not supply oil to countries that approved the restrictions. Deputy Prime Minister Alexander Novak said that Moscow would redirect supplies to "market-oriented partners" or cut production. Vedomosti sources reported that in the draft decree of the President of Russia, describing the mechanism for responding to the price ceiling, Moscow confirms the ban on selling oil to countries that have joined the ceiling.
