
The audit found that in October 2022, the citizen imported the purchased horse and did not notify the specialists of the state veterinary service within 24 hours, thereby violating the rules for combating quarantine and especially dangerous animal diseases, which led to the outbreak of a contagious animal disease.
Since January 18, 2023, in connection with the detection of infectious anemia in 1 horse in the personal subsidiary plot of this citizen, by order of the State Veterinary Inspectorate of the Perm Territory, restrictive measures (quarantine) have been introduced on the territory of the village. Fedortsova, pos. Ust-Yazva, pos. Danilov Meadow of the Krasnovishersky urban district of the Perm Territory.
During the period of restrictive measures (quarantine), specialists of the state veterinary service performed euthanasia of an infected horse and further disposed of the animal’s corpse by burning, disinfected the stable, vestibule and equipment, as well as the place of disposal of the corpse. The rest of the horses in the amount of 2 heads, which are in personal subsidiary plots, are quarantined.
The identified violations indicate a violation of the Law of the Russian Federation of May 14, 1993 No. 4979-1 “On Veterinary Medicine”, the Veterinary Rules for the implementation of preventive, diagnostic, restrictive and other measures, the establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and eliminating foci of infectious anemia in horses , approved by order of the Ministry of Agriculture of the Russian Federation of August 26, 2021 No. 593.
Based on the results of the check in relation to an individual, a protocol on an administrative offense was drawn up under Part 4 of Art. 10.6 of the Code of Administrative Offenses of the Russian Federation.
On February 14, 2023, for violations of the veterinary legislation of the Russian Federation, a citizen was brought to administrative responsibility under Part 4 of Art. 10.6 of the Code of Administrative Offenses of the Russian Federation with the imposition of penalties in the form of a fine in the amount of 15,000 rubles.

Equine infectious anemia (EIAN) is a viral disease of one-hoofed animals, characterized by damage to the hematopoietic organs, recurrent fever, septic phenomena, hemorrhagic diathesis, anemia, loss of strength and prolonged virus carrying. In natural conditions, horses, donkeys and mules get sick with INAN. In foals, the disease often ends fatally.
Mortality in primary outbreaks ranges from 20 to 80%. Especially large expenses are caused by rather complex measures for the prevention and elimination of the disease.
Since the imposition of restrictions, the status of the region changes to "unfavorable". The unfavorable status of the region in terms of equine infectious disease can have a negative impact on legal entities and individual entrepreneurs whose activities are related to horses.
