Will it be a violation if the agricultural producer brings the accumulated manure into the field in the spring as a fertilizer?
- Yes, according to the law it is recognized as a violation. (According to the law, it is correct to use only recycled manure and litter - approx. "ViZh".)
What needs to be done so as not to violate the new law?
- It is necessary to organize a specialized place for storing manure, where it should be stored for 1 year, after which it can be used or sold.
Do all farms have to comply with the new law?
- Yes all. But first of all, control will be carried out over large organized farms. It is not planned to conduct mass inspections in the sector of personal subsidiary plots, although they should also keep in mind that the law does not exclude them from its requirements.
And what about the manure of herd horses, deer? Do not collect manure for them?
- The requirements of the law do not apply to the manure of animals kept on pasture, so horse breeders and reindeer breeders do not have to worry about this.
It turns out that from March 1, 2023, you need to prepare for checks and fines?
– No, in 2023, agricultural producers will not be fined. This year will be devoted to preventive work, consultations and clarifications. However, you need to be prepared for the fact that from 2024 the law will begin to work fully.
What do agricultural producers need to do today ?
- By May 1, 2023, it is necessary to send an application to the territorial department of the Rosselkhoznadzor that the manure of farm animals will be used as a by-product of animal husbandry. Such manure should be stored in a specialized place for 1 year, after which it can be used. However, testing will be required. The cost is about 5 thousand rubles.
If the application is not submitted, from May 1, manure will be recognized as waste and its storage or removal to the field will be equated to soil pollution, fines are imposed for such actions.
For non-compliance with the requirements in the field of environmental protection when handling production and consumption waste, fines of up to 60 thousand rubles for individuals and up to 700 thousand rubles for legal entities (Article 8.2 of the Code of Administrative Offenses of the Russian Federation) threaten.
