March 30, Soligorsk. Belarus proposes to strengthen the social responsibility of citizens by law. This was announced by the Soligorsk regional executive committee with the participation of the head of the Presidential Administration Igor Sergeenko and the chairman of the Minsk regional executive committee Alexander Turchin, BelTA has learned.
At the meeting, the existing trends in the issue of injury and death of people, measures taken in various areas aimed at reducing the number of such facts, were considered in detail. This includes the prevention of accidents and deaths, industrial injuries, deaths in fires, in water bodies, from illegal actions, as a result of poisoning and abuse of drugs and alcohol.
Igor Sergeenko noted that his visit to this meeting was planned back in January, and he does not see anything extraordinary in the situation that is developing in the region.
Igor SergeenkoAlexander Turchin, in particular, touched upon the topic of deaths on the water. According to him, the resting places of citizens are additionally equipped with rescue posts. And although this entails additional costs, he is sure that it is necessary. "We must create civilized places for people to rest," he said.
At the same time, the governor noticed that many drowned in a state of alcoholic intoxication , and even more such citizens were saved. "And how much we have saved! Adults, adequate," said Alexander Turchin.
"It's all the money. If a person consciously, drunk, climbs into the water, we can show him the amount for our work. All this is not free," he suggested.
In this regard, Alexander Turchin also spoke about ice fishing: “Another oddity. There is practically no ice ... And we can’t do anything else but persuasion. And then he fails with this drill. If they said no, and you ignore it, it should be some measure of responsibility.
At the meeting, it was emphasized that, of course, the state will continue to provide work to save, protect the life and health of citizens, but people themselves must understand the measure of their social responsibility. The same goes for fire deaths. "The principled position: the state must protect those who, for some reason, cannot protect themselves - children living alone. What actions should be taken against people of working age who have a habit of drinking and smoking in bed ... - said the chairman - In this work, one must clearly understand where the role of the state is and where, after all, the role of the person himself, the parents who should look after this.
Alexander Turchin suggested focusing on what is missing, what else needs to be done at the state level in order to minimize the number of accidents.
Alexander TurchinIn turn, Igor Sergeenko drew attention to the fact that the updated Constitution provides for measures of social responsibility. "Not only guarantees, but also measures of social responsibility," he stressed.
The head of the Presidential Administration noted that as part of the work on legislation in development of the Constitution, it is necessary to "think on specific positions, where and how to reflect this."
