On innovations in compulsory treatment and medical and social readaptation of dependent persons

The bill "On changing the laws on compulsory treatment and medical and social readaptation" is being prepared for consideration in the first reading. As expected, in the Oval Hall, the deputies will consider it at the next session of the session. Svetlana Odintsova, a member of the Standing Commission on Health, Physical Culture, Family and Youth Policy of the House of Representatives, told a BelTA correspondent about the novelties.

“Drug addiction and ALCOHOLISM are an important social problem of the entire modern society. And these harmful phenomena cause irreparable harm not only to the person himself, but to society as a whole. relations, - said Svetlana Odintsova. - At the same time, significant budgetary funds are spent on the treatment of drug addiction and alcoholism. "

The deputy noted that a consistent state policy is being pursued in Belarus aimed at combating drug trafficking, preventing their consumption, overcoming drunkenness and alcoholism. “The state has taken many preventive measures to prevent these harmful phenomena in society. Therefore, there was a law on compulsory treatment, but as time goes on, everything changes, it required improvement,” she stressed. “Improvement in what direction? First of all, in order to speed up the process of referring people to LTP, taking into account the established law enforcement practice.Here the question is to take all measures for treatment at an early stage.In this case, the chance to heal and socially adapt a person significantly increases, as in relation to those who suffer from alcoholism , as well as in relation to those who are addicted. The main goal of the draft law is more preventive, prophylactic measures in order to more easily and quickly resolve all issues that arise in this area. Separately, the institute of medical and social readaptation in the conditions of medical and labor dispensaries stands out. The person is in LTP, isolated, receiving treatment. And here the most important point is still work. Work strengthens a person.

According to the draft law, the contingent of persons sent to LTPs is changing. "Thus, citizens who were brought to administrative responsibility two or more times during the year for committing administrative offenses while intoxicated are sent to medical and labor dispensaries.who were issued a warning and within a year they were again held accountable for an administrative offense while intoxicated. A new category appears - citizens who came to healthcare organizations to provide medical care in connection with poisoning caused by the consumption of narcotic drugs, psychotropic substances and their analogues, toxic or other intoxicating substances, who were warned in accordance with the law on the possibility of being sent to LTP, but within a year they repeated it again, and they confirmed the addiction syndrome, - Svetlana Odintsova specified. - This is a preventive measure to help a person. If a person first entered, for example, in a state of drug poisoning, this is an important point in order to send him for treatment at an early stage. Then the possibility of returning to normal life is very high. Thus, it will help both families who are faced with this problem, and the children who are in these families. This is a medical and social readaptation - as if to see life through the prism of ordinary life needs: work, family, and so on.

At the same time, citizens who have not reached the age of 18 are not subject to referral to medical and labor dispensaries; citizens who have reached the generally established retirement age; pregnant women; women who are raising children under the age of one year; disabled people of the first and second groups and citizens who have a disease that prevents them from being in LTP.

First of all, the Ministry of Health, the Ministry of Internal Affairs, representatives of the legal department and the deputy corps. In the regions, the bill was discussed with interested services, all questions received were sent to the commission "We will consider all comments and proposals. But in general, they do not affect the concept of the bill, but will be further studied, finalized and, if necessary, amended in the bill. We will consider it in the first reading on January 25," Svetlana Odintsova stated.
