May 8, MINSK . The State Traffic Inspectorate of the Minsk Region will hold a preventive event "No Place for Drunks and People Without Rights on the Road" from May 10 to 15. Driving a vehicle in a state ofALCOHOL intoxication , under the influence of narcotic drugs and psychotropic or toxic substances is the most serious violation of traffic rules, which inevitably leads to an accident. Thus, in the first 4 months of the current year, 718 intoxicated drivers and 2,438 drivers who do not have a license to drive were detained by road guards in the Minsk region. Due to the fault of drivers who drove a vehicle while intoxicated, 9 registered accidents occurred during the specified period, in which 2 people died and 8 received injuries of varying severity.

Drunk pedestrians also pose a direct threat to safe road traffic. These are, as a rule, people leading an asocial lifestyle, unemployed, repeatedly violating traffic rules, abusing alcoholic beverages, in the age category mainly 30-50 years old, almost always dressed in dark clothes, not marked with reflective elements in the dark. In addition, the inadequacy of drunk pedestrians, their sudden exit onto the roadway and the desire to lie down on the roadway end fatally. Thus, in 4 months, 3125 vulnerable road users who were intoxicated were removed from the roadway.

For personal safety, pedestrians must use reflective elements at night, cross the roadway only in places established by the rules and exclude being intoxicated near and on the roadway.

In order to prevent and suppress the facts of driving vehicles by persons in a state of intoxication, as well as drivers who do not have the right to drive vehicles, from May 10 to 15, the State Traffic Inspectorate of the Minsk Region is holding a preventive campaign "There is no place for a drunk and disenfranchised person on the road." Raid groups have been created from among the traffic police officers and other public safety police services. Police patrols are deployed close to public recreation areas, festive events, and alcoholic beverage outlets, primarily those operating around the clock.

The State Traffic Safety Inspectorate reminds that, according to the Code of Administrative Offenses of the Republic of Belarus , administrative penalties for drunk driving (up to and including 0.8 ppm) include a fine of 100 base units with deprivation of the right to engage in certain activities for 3 years, and more than 0.8 ppm - a fine of 200 base units with deprivation of the right to engage in certain activities for 5 years.

If a driver drinks alcohol after an accident in which he is a participant, before undergoing an examination to determine the state of intoxication, a fine of 200 basic units is imposed, with a deprivation of the right to engage in certain activities for 5 years. For repeated driving while intoxicated within a year, the offender is subject to criminal liability, and a special confiscation of the vehicle that was driven while intoxicated is provided, regardless of the right of ownership.

The State Traffic Inspectorate reminded that for driving a vehicle by a person who does not have the right to drive this vehicle, as well as for transferring control of a vehicle to a person who does not have the right to drive, a fine of 5 to 20 basic units is provided. The same actions committed repeatedly within a year entail a fine of 20 to 50 basic units or community service, or administrative arrest.

"Dear citizens! If you see or know that a vehicle is being driven by a driver in a state of intoxication, or if you see drunk pedestrians on or near the roadway who are clearly creating a threat to road safety with their actions, immediately call the police on duty at 229-04-44 or 102 (free call)," the State Traffic Inspectorate added.
