Russia terminated cooperation with Japan on fisheries

According to a bilateral agreement concluded by the countries in 1998, Japanese fishermen could fish in the southern Kuriles within the quota,allocated by the Russian side in exchange for payments and assistance for the Sakhalin Region

RUSSIA suspended cooperation with Japan in the fishing of marine resources due to the freezing of payments under a bilateral agreement and the "delay" with the signing of a document on assistance to Sakhalin. This was reported in the Russian Foreign Ministry.

“We are forced to make a decision to suspend the implementation of the 1998 agreement [in the field of fishing for marine living resources] until the Japanese side fulfills all its financial obligations,” the message says.

The terms of the agreement allowed Japanese fishermen to fish within the quota allocated by the Russian side off the southern Kuril Islands in Russia. “Unfortunately, Tokyo has taken the line to freeze the payments due under the agreement [on cooperation in the field of fisheries], delaying the signing of the annual executive document on the provision of gratuitous technical assistance to the Sakhalin Region,” the Foreign Ministry added.

Russia stopped cooperation with Japan immediately after Tokyo once again tightened anti-Russian sanctions on the night of June 7 . Japan imposed sanctions against Rosselkhozbank and Moscow Credit Bank, freezing the assets of these organizations. Restrictions also affected the movement of capital and payments. The new package of sanctions implied a ban on the EXPORT to Russia of goods "contributing to the strengthening of the industrial base of the Russian Federation", the Japanese side did not provide a specific list of these goods.

Since the beginning of the Russian military operation in Ukraine, the Japanese authorities have already imposed several packages of sanctions against Moscow. The restrictions affected the top leadership of the country, including President Vladimir Putin, the military and entrepreneurs. The Russian Central Bank, Sberbank and Alfa-Bank also fell under the sanctions.

In addition, Japan provides material assistance to Ukraine and supports its economy. On the same day, June 7, Japanese Foreign Minister Takako Suzuki confirmed Tokyo's plan to provide Kyiv with another loan in the amount of 65 billion yen ($490.5 million).

Russia, in response to Japanese sanctions, banned the entry of 63 Japanese citizens, including Prime Minister Fumio Kishida, Cabinet Secretary General Hirokazu Matsuno, Foreign Minister Yoshimase Hayashi, Finance Minister Shun'ichi Suzuki, Defense Minister Nobuo Kishi, and Justice Minister Yoshihisa Furukawa, as well as members of both chambers of the Japanese Diet.

Earlier, at the end of March, Moscow refused to continue negotiations with Japan on the signing of a peace treaty. Moscow broke off the dialogue on establishing joint economic activities in the South Kuriles and canceled the visa-free entry of the Japanese into this region. The Foreign Ministry then said that Tokyo, having joined the sanctions, made a choice in favor of an “anti-Russian course” instead of cooperation.
